REGULAR MEETING MINUTES - 7:00PM

Board Present: Debe Shafer, Chair; Sherry Ellison, Vice Chair; Douglass Kingman; Gary Erwin;
Louis Hodges; Marc Chaloupka; Shawn Reynolds
Visitors: Jessica Jones; Joe Schultz, Heath Philips; Matt Childers
1. Call to order and Roll Call. The meeting was called to order with a quorum present at
7:00 PM. Douglass Kingman arrived at 7:07 PM after roll was called.
2. Possible action concerning requests for absences of members. An absence
request was received from Kris Walker. Mark Chaloupka made a motion to approve the
absence request and Gary Erwin seconded the motion. The vote was called. All were in
favor, and the motion passed unanimously.
3. Hear visitors. Hearing none, this item was closed
4. Consideration, possible approval, and discussion of minutes from the meeting of
August 12, 2014. Sherry Ellison made a motion to approve the minutes as submitted,
and Gary Erwin seconded the motion. The vote was called. All were in favor, and the
motion passed unanimously.
5. Introduction of the new Ringer Library director, Jessica Jones, and a discussion
on the library's operation. Informational only; no action was taken.
6. Presentation, discussion and possible action over The Barracks II. Joe Schultz and
Heath Phillips presented plans to leave a section of natural area. Gary Erwin made a
motion to approve the plans and Shawn Reynolds seconded the motion. The vote was
called. Four of seven votes were in favor, motion was passed.
7. Presentation, discussion and possible action over the Bridgewood Park.
Presented by Matt Childers. Sherry Ellison made a motion to approve presented plans
and Mark Chaloupka seconded the motion. The vote was called. All were in favor, and
the motion passed unanimously.

8. Discussion of the Historical Preservation Committee status. Presented by Lou
Hodges. Informational only; no action was taken.
9. Presentation on the Southeast Park, Lick Creek Greenway, Landfill Property Master
Plan. Presented by David Schmitz. Informational only; no action was taken.
10.Report, possible action, and discussion concerning the current Capital
Improvements Program and Dedications of Less than Five Acres : Presented by
Amy Atkins. Informational only; no action taken.

➢ Summit Crossing Phase 2B Subdivision (Neighborhood Zone 4, Community Zone C): this
preliminary plan creates 34 townhouse lots off Harvey Road and east of Crescente Pointe
Subdivision. This project received Master Plan approval in 2007 before Community Park fees
were required and dedicated 8.8 acres of neighborhood parkland with Phase 1. As a result, only
the Neighborhood Park development fees of$358 per single-family lot(the amount required in
2007) is due for this subdivision. The preliminary plan was approved at the August 21st Planning
&Zoning Commission meeting.
➢ Barron Crossing Subdivision (Neighborhood Zone 13, Community Zone A): this preliminary
plan creates 78 townhouse lots between William D. Fitch Parkway and the future W.S. Phillips
Parkway near Barron Cut-Off. The preliminary plan was approved at the August 7th Planning &
Zoning Commission meeting.
➢ Equinox Subdivision (Neighborhood Zone 15, Community Zone B): this preliminary plan
proposes two phases to create 140 lots (120 townhouse and 20 single-family) along Rock Prairie
Road West next the Buena Vida and Barracks II Subdivisions. The preliminary plan was
approved at the August 21st Planning &Zoning Commission meeting and the final plat for Phase
1 is currently under review.
11.Presentation, possible action, and discussion on future agenda items: A Board
Member may inquire about a subject for which notice has not been given. A statement
of specific factual information or the recitation of existing policy may be given. Any
deliberation shall be limited to a proposal to place the subject on an agenda for a
subsequent meeting.

12.Adjourn. Lou Hodges made a motion to adjourn the meeting, and Gary Erwin seconded
the motion. The vote was called. All were in favor, and the meeting adjourned at 8:52 PM.
