Members Absent: Dorothy Hernandez, Jack Hernandez, Dorthea Robinson and Yvonne Stevens

I. Call to order The meeting was called to order at 10:10 a.m. by Ron Silvia, Chairman

III. Approval of minutes from regular meeting on February 23, 2009 (No March
meeting was held due to a lack of a quorum)Anne Hazen made the motion that the
minutes be approved. E.E. Burns seconded the motion. The motion passed.
IV. Discussion, consideration and possible action on the Senior Advisory Committee
becoming a standing committee of the City Council Ron Silvia gave a brief
overview of the Senior Advisory Committee and explained that the committee was
created to report to the Parks and Recreation Advisory Board. Mr. Silvia explained
that individuals are allowed to speak at City Council meetings under the hear visitors
agenda item for a period of three minutes. Anne Hazen made the motion that the
Senior Advisory Committee remain a committee of the Parks and Recreation
Advisory Board. Colleen Risinger seconded the motion. The motion passed with one
against.
V. Discussion,consideration and possible action on Interim Senior Center (Proposal
attached)Marci Rodgers gave a brief overview of the information provided to the committee.
Marci explained that this information was given to Tony Cisneros and he will submit a
written proposal to City Council concerning this issue. Due to the large amount of
presentations requested to be placed on Council Workshop agendas,the council has found it
necessary to prioritize items to be presented in person and others in writing.No action taken.
VI. Discussion, consideration and possible action on Senior Services Coordinator
report regarding upcoming programs and events. (report attached)
VII. Presentation, discussion and possible action on future agenda items: A
Committee member may inquire about a subject for which notice has not been
given. A statement of specific factual information or the recitation of existing
policy may be given. Any deliberation shall be limited to a proposal to place the
subject on an agenda for a subsequent meeting.

IX. Adjourn Anne Hazen made the motion to adjourn. Laura Holmes seconded. The
motion passed and the meeting adjourned at 11:10 a.m.

Senior EXPO goes Hollywood is the theme this year! The EXPO is underwritten by HEB in
cooperation with the EAGLE and will be held at the Brazos Center in Bryan from 9:00 - 3:00

Interim Senior Center Proposal
The purpose for an interim senior center is to provide a temporary central location for senior
adults to meet. Programs and activities offered by the College Station Parks and Recreation
Department Senior Services will be conducted at this location until a permanent facility is
constructed. The Senior Advisory Committee along with the support of the Parks and
Recreation Advisory Board would like to ask for the support of City Council to pursue renting
space such an empty storefront or other available space for an interim senior center. The facility
would also serve the senior population as a gathering place and as a resource center for
information on senior services and programs.
The Facility Should Have:
• easy access
s adequate parking
• a central location
• restrooms
• office and storage space
• comfortable furnishings
• meeting rooms
• coffee bar
• approximately 6,000 square feet in size
Benefits:
• A central common meeting place for seniors to gather and pursue common interests
• A central location for seniors to receive information about city facilities and services
needed by seniors
• A central location that provides programs for seniors offered by College Station Parks
and Recreation Department Senior Services
• A welcome center for newcomers to our community
• A center for seniors would attract retirees
Cost Estimates:
• Rental: Staff research on cost and location of retail space revealed many desirable
locations with costs ranging from $10.00 sq. ft. to $19.00 sq.ft. The average cost of
retail space in College Station is approximately $12.00 sq. ft. plus triple nets of$2.00 -
$3.00 a sq. ft. (Tenant Improvements negotiable)
• A 6,000 sq. ft. facility at $15.00 a sq. ft. equals $ 90,000.00 annually for rental
• Furnishings Cost$20,000.00
• Additional staff-two part-time attendants M-F 8:OOam-5:OOpm @$8.00/hr. cost $18,000-
$20,000
• Teen Center annual budget=$212,603
• City of Sugarland Senior Center Annual budget is $181,000.00
Senior Centers in Benchmark Cities:
® The cities researched all have a senior center and majority are operated by the City Parks
and Recreation Department
® Membership Fees: Approximately half of the cities researched have a membership fee
with at least three having a higher rate for non residents.
History:
• 1998 City Council Strategic Issue stated the need for more senior services.
