PARKS AND RECREATION BOARD
REGULAR MEETING
JULY 10, 1997 -- 7:00 P.M.

The meeting was called to order at 7:07 p.m.
1. Installation of New Members and Presentation of Service Plaques to Out-Going
Members: Mayor Mcilhaney swore in John Crompton and Chris Barzilia. The
Mayor then thanked out-going member Ron Gay for his dedication while serving
on the Parks Board and presented him with an appreciation plaque.
2. Approval of Parks and Recreation Board Minutes -- June 10, 1997: Minutes were
approved as submitted.
3. Hear Visitors: David Barkhausen was present to observe the meeting.
4. Discussion and Consideration of Future Park Locations and Land Use in 735-acre
Crowley Addition: Steve reviewed the general plan of the new proposed
subdivision. A concept site plan was also displayed for a proposed community
park just north and adjacent to the proposed State Highway 40. John asked about
the current parkland dedication ordinance. Steve stated that developers are
required to give 1 acre per 133 dwelling units. John asked if the Board could
revisit the ordinance for possible change. Steve stated yes. Chris asked if the State
could close the trails if people were to leave the trails and damage the mitigation
area. That question did not arise when talking with the State, so staff didn't know.
5. Discussion of Rules Regarding the Consumption of Alcoholic Beverages in City
Parks: Steve reviewed the Bryan Ordinance and spoke with both the Police Chief
and the City Attorney to see if they had any problems with the City's current
ordinance. The attorney stated that he would like to see a portion of the
ordinance changed regarding "loitering in an intoxicated condition in such park'
The Police Chief stated that he didn't see a current problem with alcohol in parks
and stated that if an ordinance was passed in College Station their department
would have some difficulty enforcing the new ordinance. Steve stated that Bryan
was having some problems in a few of their parks and thereby passed the
ordinance to prohibit alcohol in all Bryan parks. John motioned to keep College
Station's alcohol policy as is. Debra seconded. The motion passed.
6. Board Goals Report: Steve reviewed the Board's 1997 goals. Ric mentioned that
the City will make provisions for funding in 1998 for the purchase of the athletic
park site in FY1998. Wolf Pen Creek -- no engineering work has been received for
the drainage work needed in that area. Approval of the engineering firm is
expected at the next council meeting. Some discussion took place regarding the
teen center,
7, Capital Improvement Program Report: Ric reviewed the OP report. He informed
the members that the Wayne Smith Baseball Complex bid came in over budget.
Some revisions will be made and the project will be rebid,
Ric mentioned that the only project left on the 1990 bond issue, besides the
Lemontree rest room project, is the landscaping project at the intersection of
Walton and Texas Avenue.
8. Other Business/Board Concerns: Debra asked about the letter regarding the
Godspeli production. Steve stated that he has not yet received a response to his
reply.
John voiced his concern regarding some of the athletic programs, like the
triathalon, that was dropped this past year. He would like for staff to consider
offering it again. Steve stated that he would look into, but indicated that
something else may have to be dropped in order to bring back those monthly
events.
A parks tour was set for Tuesday, August 19, at 7:00 a.m. to visit park sites that
have projects going on this next year.
