MINUTES
for the Cemetery Committee
Regular Meeting
Thursday, January 6, 2000 - 10:00 a.m.
C.S. Parks & Recreation

Members Present: Katherine Edwards, Joe Wallace, Ed Burns, David Chester
Members Absent: Robert Toler, Helen Perry, Helen Pugh, Thomas Franklin, Sarah Adams
Staff Present: Ross Albrecht, Forestry Superintendent; Emily Baker, Secretary;
Delmer Charanza, Cemetery Sexton
Visitor: Kristi DeCluitt, City Legal Dept.
I. Approval of November Minutes
On the second page, delete the sentence made by Kathryn that says, “Kathryn stated
that unless you have a designated family spot, there are no more lots to sell”. After that
deletion, the November minutes were approved.
II. Consideration & Approval/Disapproval of Absentee Requests
Mr. Thomas Franklin gave a letter of resignation to the committee. Absentee request
approved for Sarah Adams and Helen Perry by Joe Wallace; David Chester seconded;
none opposed. Emily will find out why Helen Pugh did not attend.
III. Update on Site Selection for New Cemetery
Ross did not have an update at this time.
IV. Shiloh & Salem Cemetery Use Guideline Development Update
Kristi DeCluitt, with the City Legal Department, provided information on the legal
issues of halting further burial at these sites. She suggested that it would be best to
either halt burial in both cemeteries or keep digging in both. She stated that it is a
touchy subject and anyone could file a discrimination suit. A suggestion was made to
designate the boundaries on each site and then close them. We can make a
recommendation to the City Council and they will need to make a decision. A
discussion followed about closing Salem because we are running into existing graves
and closing Shiloh except for family burials because they are more clearly marked.
Kathryn would like to made a recommendation that the committee close the Salem
portion of the cemetery for further burial because of the problem of running into
existing gravesites, except in cases where a space is already clearly designated and
marked as in the case of a spouse. She will write a motion to vote on at the next
meeting; the committee will vote on it and Ross will take it to the Legal Department
and then it will go to Council. A copy will be mailed out with the minutes so the
committee will be ready to vote on it at the next meeting. There will be a cover sheet
to go with it.

V. Potential Landscape Improvements
We will table this for the next meeting since we have no news on that right now.
VI. Adjourn
The next meeting will be held on Tuesday, February 8 at the Parks & Recreation

Conference Room at 10:00 am. We will go back to Thursday meetings on March 9.
