Call meeting to order. 2. Executive Session will be held in the Administrative Conference Room. Consultation with Attorney {Gov’t Code Section 551.071}; possible action. The City Council may seek advice from its attorney regarding a pending or contemplated litigation subject or settlement offer or attorney-client privileged information. Litigation is an ongoing process and questions may arise as to a litigation tactic or settlement offer, which needs to be discussed with the City Council. Upon occasion the City Council may need information from its attorney as to the status of a pending or contemplated litigation subject or settlement offer or attorney-client privileged information. Presentation, possible action, and discussion on the creation of a standing citizen advisory committee Relationship to Strategic Goals: (Select all that apply) ·Good Governance Recommendation(s): N/A Summary: Budget & Financial Summary: N/A Attachments: College Station, TX Printed on 5/22/2017Page 1 of 1 powered by Legistar™ 1 Kelly Templin From:Kelly Templin Sent:Tuesday, May 16, 2017 11:37 AM To:Aubrey Nettles Subject:FW: CIP ADVISORY COMMITTEE Kelly E. Templin  City Manager  City of College Station, TX  PO Box 9960  College Station, TX 77842  979.764.3510  ‐‐‐‐‐Original Message‐‐‐‐‐  From: Blanche Brick   Sent: Wednesday, March 29, 2017 9:59 AM  To: Kelly Templin  Cc: Karl Mooney; Chuck Gilman  Subject: CIP ADVISORY COMMITTEE  Kelly,  When we spoke about this future agenda item a couple of weeks ago, you said you thought I was presenting this item,  but, as I told you, I had asked staff to present suggestions for the make up of this committee and the charge for their  work.   In order not to lose more time let me suggest the following:   CIP Advisory Committee  This committee will meet at least once a year, or as needed, and will serve to keep the community apprised of CIP  commitments that are planned and of the progress being made on those that are underway in facilities, transportation  and parks.   This committee should have 3‐5 members for each of the major areas of the 2015 CIP Committee. 3‐5 for Facilities, 3‐5  for Transportation and 3‐5 for Parks. These members may or may not have been on 2015 CIP Committee. It will also be  co‐chaired by two citizens who may or may not have been members of 2015 CIP committee. These members would be  appointed by City Council. Citizens would be invited to apply to serve on this committee as they do on other city  committees.   Staff will update the committee at least once a year, or as needed, on CIP projects. The committee will then file a report  to the City Council noting any concerns they have and recommendations for addressing these concerns if they wish to  do so.   These are very broad outlines of how this Committee might operate.   2 Since it appears there will be no opportunity for citizens to vote on Municipal bonds, this CIP Advisory Committee would  give citizens a means of keeping up with CIP projects in the city. It appears that an unintended outcome of the state law  which forbids cities to fund projects for three years after citizens have turned down these projects in bond elections has  been to give citizens less of a voice in city affairs.   Obviously, I would expect you to tweak these suggestions. I hope this will help get the process moving.   I feel it is  important for the City Council to find ways of engaging our citizens in positive dialogue with the Council and the staff.   Blanche  Sent from my iPhone
