Summary: The majority of the City's boards and commissions require that an appointee be a resident of College Station and be a registered voter in College Station. However, there are three boards that have additional specific criteria, which may make it difficult to fill those particular positions. At the request of Councilmember Benham, the purpose of tonight's presentation is to review the member qualifications for the Bicycle, Pedestrian and Greenways Advisory Board, the Design Review Board, and the Landmark Commission in order to determine if the establishing ordinances can, or should, be amended to open up the candidate pool. The Board shall provide recommendations on adopted plans, policies, and standards as well as have a role in setting priorities, programs, and advocacy. Membership & Terms: The Bicycle, Pedestrian, and Greenways Advisory Board shall consist of seven of the following members appointed by City Council: (a) One member shall represent one of the following fields or professions: 1) real estate; 2) banking, finance, or economics; 3) Law (b) One member shall represent one of the following fields or professions: 1) Recreation; 2) Health; 3) Kinesiology (c) One member that has specialized knowledge and experience regarding one of the following: 1) Running; 2) Walking (d) One member shall have specialized knowledge and experience regarding: 1) Bicycling (e) One member shall represent one of the following fields or professions: 1) Transportation Planning; 2) Engineering; 3) Architecture; 4) Landscape architecture; 5) Urban planning (f) One member shall represent one of the following fields or professions: 1) Environmental/Ecological Sciences; 2) Stormwater/Floodplain Management; 3) Natural Resources (g) One member shall be the Chairman of the Council Transportation Commission or his designee. Design Review Board Authority: PER CITY ORDINANCE NO. 3086: 6 August 2008; and UNIFIED DEVELOPMENT ORDINANCE -----The Design Review Board enhances the City’s ability to review sign, building, and site design issues, including architectural issues as specified in the UDO. Membership& Terms: The board shall consist of seven (7) regular members and two (2) alternate members. Six (6) of the regular members and the two (2) alternates shall be appointed by City Council. Members shall be qualified residents and voters of the City of College Station. Members shall serve two (2) year terms. Council shall appoint the following to the Design Review Board: (A) Architect (B) Business Person (C) Landscape Architect (D) Developer, land owner, or business owner in a design district, a resident within a design district, or an individual employed within a design district (E) Person knowledgeable in aesthetic judgment (F) Citizen-at-large The seventh regular member shall be the Chairman of the Planning and Zoning Commission or his designees. The two (2) alternate members shall be citizens-at-large of the City. Landmark Commission Authority: PER ORDINANCE NO. 3110-----The Landmark Commission was established for the purpose of enhancing the City's ability to identify and protect historically and/or culturally significant districts, areas, sites, buildings and structures by bringing expertise from the community in those areas related to the designation of Historical Preservation Overlay Districts and protection of the contributing elements within them. Membership& Terms: The Landmark Commission consists of seven (7) regular members and two (2) alternate members, all meeting specific membership requirements: (a) One member shall represent one of the following fields or professions: 1) History; 2) Archaeology (b) Two members shall be the owners of the following: 1) Property in the City of College Station Historic Marker Program; or 2) Property within a Historic Preservation Overlay District (c) Two members shall represent any combination of the following professions:1) Architecture; 2) Landscape architecture; 3) Urban planning; 4) Historic preservation specialist (d) One member shall represent one of the following fields or professions:1) Banking, finance or economics; 2) Real estate; 3) Law (e) One alternate member shall represent the membership criteria identified above in subsection (b); at least one alternate has to be an owner of property with a marker or a property owner of land platted prior to 1970. (f) One alternate shall represent any of the fields identified above in subsections (a), (c), or (d); at least one alternate has to be an owner of property with a marker or a property owner of land platted prior to 1970. Each member shall be appointed for a term of three (3) years, or until their successors are appointed, with two (2) members being appointed each year.
