2.Employee Recognition, Recognition of Employee of the Year nominees and
Reception.
3. Executive Session will be held in the Administrative Conference Room.
Consultation with Attorney {Gov’t Code Section 551.071}; possible action. The City Council may
seek advice from its attorney regarding a pending or contemplated litigation subject or settlement
offer or attorney-client privileged information. Litigation is an ongoing process and questions may
arise as to a litigation tactic or settlement offer, which needs to be discussed with the City
Council. Upon occasion the City Council may need information from its attorney as to the status
of a pending or contemplated litigation subject or settlement offer or attorney-client privileged
information. After executive session discussion, any final action or vote taken will be in public.

Summary:The City’s consultant,Komatsu Architecture,will present the conceptual site plan,floor plan,and exterior
rendering of the proposed expansion to the Larry J.Ringer Library.Komatsu will explain the process of developing the
conceptual plan,including input from Library staff and patrons.This conceptual plan has been presented to the Library
Advisory Board as well as at a public meeting, both held on September 2, 2015.
Budget & Financial Summary: A budget of $8,385,000 is currently included for this project in the General Government
Capital Improvement Projects Fund.A total of $116,120 has been expended or committed to date, leaving a balance of
$8,268,880 for design, construction, and related project expenditures.

Maintenance Audit.
Reasons for the Audit: This audit was conducted per direction of the City of College Station Audit
Committee. Streets infrastructure are the City’s largest capital asset. Actions taken regarding street
maintenance and construction will have long-term impact on streets’ useful life and quality. This in
turn will affect the ability of the City to meet the needs of its citizens regarding street quality and
longevity as College Station continues to grow.
Results from the Audit:
Process Effectiveness. We found that the Street Maintenance Program experiences difficulties in
certain areas of operations. Turnover rates in the Streets Division are higher than other comparable
city departments and the private construction industry. Employees are not as skilled as required for
efficient job task completion, which is influenced by high turnover. High levels of equipment
maintenance also impact the ability to complete work in a timely manner.
Policy Considerations. Streets maintenance is irrevocably linked to street construction standards.
The City utilizes the Bryan-College Station Unified Guidelines and Specifications in its capital
improvement projects and requires the same specifications be used by developers. However, there
are opportunities in the City’s system to construct streets below current standards. The City should
consider taking on the construction of streets classified as minor collector or higher in order to ensure
better quality roads. In addition, while many city streets are constructed in asphalt, concrete roads
may be more effective and less costly in the long-term.
Flexibility is key in operating street maintenance programs effectively. Given the uncertainty that
comes with weather and high turnover, the funding source should reflect this flexibility.
