February 9, 2012 Workshop Agenda Item No. 3 State of Department Update - CSPD To: David Neeley, City Manager From: Jeff Capps, Chief of Police Agenda Caption: Presentation, possible action, and discussion of the current state of the Police Department. Relationship to Strategic Goals: Core Services and Infrastructure. Recommendation(s): N/A Summary: This will be a discussion and update regarding the current “state of the department”, a review of the 2011 crime statistics, and a look at the trends observed as it relates to criminal activity. Budget & Financial Summary: N/A Attachments: N/A 5 February 9, 2012 Workshop Agenda Item No. 4 Recycling Program Update To: David Neeley, City Manager From: Chuck Gilman, P.E., Public Works Director Agenda Caption: Presentation, possible action, and discussion of the College Station Recycling Program. Relationship to Strategic Goals: Sustainable City - Enhance conservation efforts – electric, water, recycling. Recommendation(s): None. Summary: Staff will present information on the College Station Recycling Program, including previous internal studies and possible future options for the program. Budget & Financial Summary: None. Attachments: None. 6 February 9, 2012 Workshop Agenda Item No. 5 Christmas at the Creek Post Event Report To: David Neeley, City Manager From: David Schmitz, Director, Parks and Recreation Department Agenda Caption: Presentation, possible action, and discussion regarding the 2011 Christmas at the Creek. Recommendation(s): Staff recommends continuing with plans for the 2011 Christmas at the Creek event. Summary: This presentation is a post event report to the City Council on the 2011 Christmas at the Creek event. This year’s event was a transition from the event location and activities from seasons past. The Parks and Recreation Department welcomed participation this year from many non-profit groups, several businesses, the Arts Center, and numerous churches. As part of the transition of the location change, we still offered a lighted Holiday Village at Central Park for everyone to enjoy at their leisure. Wolf Pen Creek Park was heavily decorated as well, and was a focal point for visitors throughout the season, beginning Thanksgiving weekend and continuing through New Year’s Day. The major activity nights were located at the Wolf Pen Creek Park Complex on December 3rd and 4th, and December 10th and 11th. Festivities included photos with Santa, hayrides, two entertainment stages, hot chocolate and cookies, a children’s area, a baking contest, a Pet Night, a live nativity, and vendors selling arts and crafts, as well as food and drink. Participation was estimated at 20,000 people over the four days, as compared to 7,000 in 2010. Budget & Financial Summary: The primary costs associated with Christmas at the Creek are part of the Parks and Recreation General Fund operating budget. Sponsors were solicited and secured to help offset costs. Attachments: 1) None 7 February 9, 2012 Workshop Agenda Item No. 6 Resolution Creating a City Council Ad Hoc Committee for Arts Council Relations To: David Neeley, City Manager From: Sherry Mashburn, City Secretary Agenda Caption: Presentation, possible action, and discussion regarding a resolution to create an Ad Hoc Committee of the City Council to discuss Arts Council Relations. Recommendation(s): Staff recommends approval of the resolution. Summary: On January 26th, the City Council requested that a subcommittee be formed to discuss several topics in regards to the Arts Council of the Brazos Valley. Topics to be explored by the subcommittee include: 1) The Lease Agreement for the Arts Council Building 2) Collaboration on the construction of the Wolf Pen Creek Festival Grounds 3) Coordination of future use of the Wolf Pen Creek Festival Grounds Per the attached resolution, the subcommittee will consist of three (3) Council members to be appointed at the meeting as well as three (3) members of the Arts Council Board of Directors, to be chosen at the Board’s discretion. Upon completion and submission of a report by the subcommittee to the City Council, the subcommittee shall be dissolved. Budget & Financial Summary: N/A Attachments: Resolution 8 9 February 9, 2012 Workshop Agenda Item No. 7 Rental Rehabilitation Program Guidelines To: David Neeley, City Manager From: Bob Cowell, AICP, CNU-A Executive Director - Planning & Development Services Agenda Caption: Presentation, possible action, and discussion regarding approval of a Resolution establishing a Joint Task Force on Neighborhood Parking Issues, appointing Council members to the same and directing the Planning & Zoning Commission to make appointments to the same Relationship to Council Strategic Plan: Core Services and Infrastructure and Neighborhood Integrity Recommendation(s): Staff recommends approval of the Resolution and appointment of the Council Members to the Task Force Summary: At several Council meetings in late 2011 and early 2012, Council indicated a need to discuss further, neighborhood parking issues. At their Special Workshop on January 30th, 2012, the Council directed staff to prepare a Resolution to form a joint task force, consisting of members from the City Council and the Planning & Zoning Commission to analyze the issue, engage stakeholders, and formulate recommendations. The attached Resolution establishes the task force, identified the task force’s charge, and establishes a “sunset” date for the task force of this time next year, though work expected to be complete in approximately six months.
