Policy Board Meeting Agenda

AGENDA
1) Welcome and Open Meeting
-Pledge of allegiance to the United States and Texas Flags and Invocation.
2) Public Comments Regarding Items Not On The Agenda
-Individuals who wish to address the Policy Board must fill out a Public Comment Card
describing the topic(s) they wish to address. Public Comment Cards may be obtained from
Lisa Lyon of the MPO staff prior to the start of the meeting. Please limit your comments
to three minutes per topic. Additional time will be allotted if Policy Board members have
questions.
3) Minutes from the November 1, 2017 Policy Board meeting.
-Consider adoption - Action Required. (See attachment.)
4) Staff Report

5) FY 2017 Annual Performance and Expenditures Report (APER)
-Each year, the MPO is required to prepare and submit an Annual Performance and
Expenditure Report (APER) for review and approval by TxDOT and FHWA. The report
looks at how funds were spent by task and identifies how MPOs can better budget their
funds based on actual work performed, In FY 2017 we overspent in Program
Administration, primarily because we could not capture Texas Innovation Alliance
activities in another task. Task 3 was significantly underspent but may be a function of the
Executive Director charging time to Task I instead. Overall, we prepared and approved
a significant number of projects and products. Action Required, (See attachment.)
6) FY 2017 Annual Listing of Projects (ALOP)
-The Annual Listing of Projects (ALOP) is required by TxDOT and FHWA. It requires the
MPO to specify what projects were let using federal funds during the fiscal year. It also
requires that any federal funds used on Transit Projects also be shown. All of the projects

in this year's ALOP are either Highway Projects, Transit Projects or Grouped Projects.

7) Texas Innovation Alliance Congestion Survey
-MPD staff and Dr. Tim Lomax have been developing a one question congestion survey as
a first step towards preparing for a Regional Mobility Symposium. Based on comments
from the TAC, the survey has been revised. The goal is to have the survey available on-
line through each jurisdictions home page, the Texas A&M website, the MPO website, the
TxDOT District website, and the Chamber of Commerce website. In addition, we would
like to do an e-mail "blast " to each entities registered contact list. We would like to receive
feedback from at least 10-20% of the MPO service area population. Action Requested.

8) FM 2818 Corridor Study
-CDM Smith has incorporated all comments and produced the Final Report for the FM
2818 Study. The TAC has recommended acceptance, however, the cost estimates for the
improvements are preliminary and the TAC does not agree with the consultant's red light,
yellow light and green light rankings for costs as they do not reflect our areas limited
financial resources. Staff is looking for the Policy Board to accept the Final Report as
work complete and to direct staff to incorporate the relevant recommendations and
alternatives into the Metropolitan Transportation Plan Update. Action Requested. (See
attachment. The attachment is the Cover Page, Table of Contents and the Executive
Summary of the report, The full report is available upon Policy Board member request.)
9) January Meeting Date
-With the City of Bryan being selected for two Statewide Transportation Set -Aside grants,
both the Metropolitan Transportation Plan and the Transportation Improvement Program
will need to be amended prior to January 26, 2018. The TAC will take up the amendments
at their December 21S` meeting and then MPO staff will open a 15 day public comment
period per our Public Participation Procedures. The scheduled date of January 3, 2018
for the next Policy Board meeting would not allow the full 15 day comment period to take
place and thus violate federal requirements. Staff is recommending that the next Policy
Board meeting be rescheduled to the following Wednesday, January 10 but the Policy
Board may select any day prior to January 26. Action Required.
10) Presentation on TxDOT's Response to Hurricane Harvey
-Mr. Lance Simmons, P.E. Bryan District Engineer will present how the TxDOT Bryan
District was instrumental in Hurricane Harvey recovery efforts along Texas' Gulf Coast.
