Regular City Council Meeting
September 28, 1978

Agenda Item No. 1-- Approval of minutes of September 13 and September 14, 1978.
The minutes were approved with the correction that Councilman Ringer be acknowledged
as absent at the meeting of September 13.
Agenda Item No. 2 -- Hear visitors.
No one spoke.
Agenda Item No. 3 -- Presentation of petition to Council concerning cover for
Adamson Pool.
Mr. Will Worley, 1001 Village Drive, presented a petition to the Council with
approximately 150 signatures in support of the pool cover.
Councilman Adams stated that Mr. Jack Lester, Sr. would like to donate $10,000
toward the construction cost of the pool cover.
Councilman Hazen moved to accept the gift.
Councilman Adams seconded the motion.
The motion passed by the following vote:
FOR--- Mayor Bravenec; Councilmen Ringer, Boughton, Halter, Hazen, Adams
AGAINST--- Councilman Dozier
Councilman Dozier based his decision on the fact that the Council had not
actually decided to build the dome yet.
Agenda Item No. 4 -- Consideration of Revenue Sharing Fund Budget..
City Manager Bardell reviewed the estimated costs of the revenue sharing expemdi-
tures. He stated that a portion of the sidewalk improvements have already been
budgeted and that some of the street improvements could be covered by other funds.
Police Chief Byrd explained the need for a full-time police officer at the
school.
Councilman Halter suggested striking this request from the list and addi~..~g it
to the contingency fund if funding is not received from the Criminal Justice
Department.
Councilman Ringer moved approval of the proposed budget including the following
RESOLUTION
CITY OF COLLEGE STATION
AUTHORIZING APPLICATION FOR GRANT TO
ESTABLISH JUVENILE UNIT
WHEREAS, the dynamic growth of the City of College Station in
recent years has not been without attendant problems with juvenile
delinquency and crime; and
WHEREAS, the Criminal Justice Division, Office of the Governor,
assisted with grant funds the establishment of a Juvenile Diversion
Unit in the College Station Police Department to cope with Juvenile
problems; and
WHEREAS, the need continues in the College Station Police
Department for said specially trained juvenile unit to work with pre-
delinquent juveniles with the view of diverting them from the juvenile
justice system to community-based resource agencies;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF COLLEGE STATION,
TEXAS:

That the City Manager be authorized on behalf of the City Council
to make application to the Criminal Justice Division, Office of the
Governor, for a grant to continue the augmentation of the College
Station Police Department with a juvenile unit.

That the City of College Station agrees to pay forty percent
(40%) of the cost of the juvenile unit.
That this Resolution become effective upon adoption and its
recording in the Minutes of the City Council is ordered.

pool cover. Such a cover would make avallabl~ the use of the
~xcellent facilities to residents on a year-round basis. Also,
it seems that energy costs of heating the pool would be reduced,
and the cover could conceivably "pay for itself" in a number of
years.
