Special City Council Meeting
April 3, 1978

_Agenda Item No. 1--Canvassing of election results.
The Council scanned over the results and the Mayor read resolutions concerning
the charter amendment election and the City Council and Mayor's races.
Councilman Dozier moved that the results concerning the charter election be
approved and the resolution be adopted.
Councilman Halter seconded the motion.
The motion passed unanimously and the following resolution was adopted:

There came on to be considered the returns of an election held on the 1st day
of April, 1978, for the purpose of amending the city charter, and it appearing
from said returns, duly and legally made, that there were cast at said election
2,096 valid and legal votes; that the amendments in said election received the
following votes:
Proposed Charter Amendment No. 1
Section 18-a of Article III presently states that the Mayor is elect.ed
at large and the six City Councilmen are elected from six Council Districts
(Wards). Do you favor an amendment that would change this provision and
provide for the Mayor and six City Councilmen to be elected at large?

Proposed Charter Amendment No. 2
Do you favor an amendment to Section 18 of Article III to provide that no
person shall be elected to an office unless that person receives 34% of the votes
cast for such office and providing for a runoff in the event no candidate
receives 34% of the votes?

Do you favor an amendment allowing the City Council to determine the city's
fiscal year by ordinance?

The present city charter in Section 77 of Article VII requires that all checks
must be countersigned by the city manager. Do you favor an amendment allowing
the city manager to designate some person to have authority to countersign
checks on his behalf?

Do you favor an amendment to Section 6 of Article II to provide that City
Council shall annex upon petition in accordance with the "Municipal Annexation

bounds description of the territory within the city. Do you favor an
amendment designating the boundaries of the city by reference to the articles
of incorporation, the annexation ordinances and the official zoning map of

The present city charter in Section 4 of Article I designates original
voting precincts within the city. Do you favor an amendment allowing the
City Council to divide the city into precincts for voting purposes only, these
precincts to conform to the county voting precincts where practical?

THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLLEGE STATION, TEXAS:
That said election was duly called; the notice of said election was given in
accordance with law, and that said election was held in accordance with law, and
that said amendments were approved at said election, and that the Mayor is directed
to file a certified copy of said amendments with the Secretary of State.
PASSED, ADOPTED AND APPROVED this 3rd day of April, 1978.

Councilman Stephenson moved to accept the results of the City Council and Mayorial
elections and the adoption of the following election.
Councilman Gardner seconded the motion which passed unanimously.

and that Lorence L. Bravenec was duly elected Mayor and that Homer B. Adams,

Patricia B. Boughton, and James H. Dozier were duly elected Councilmen of said
City at said election, and that above named parties are hereby declared duly
elected to said respective offices, subject to the taking of their oaths as
provided by the laws of the State of Texas.
PASSED, ADOPTED AND APPROVED this the 3rd day of April, 1978.

Agenda Item No. 2 -- Swearing in of new councilmen.
Mayor Pro-Tempore Dozier administered the oath of office to Mayor Bravenec.
Mayor Bravenec then gave the oath to Councilmen Dozier, Adams, and Boughton.
Councilman Halter moved to adopt a resolution thanking Councilmen Gardner and
S tephenson for their service.
Councilman Hazen seconded the motion.
The motion passed unanimously.
Councilman Gardner thanked the Council for their continued service to the citizens
of College Station.
Agenda Item No. 3 -- Appearance of Larry Hood to discuss location of restaurant on
Texas Avenue.
City Planner Mayo explained the proposed plat and explained the refusal of the plat
by the Planning and Zoning Commission.
Mr. Larry Hood, Tinsley's Inc., spoke to the Council explaining his situation in
not being able to obtain at least one curb cut off Texas Avenue to his property.
Councilman Ringer moved to return the plat to P&Z with instructions to consider
the plat again knowing that the Council approves a single curb cut.
The motion was seconded by Councilman Halter and approved unanimously.
_Agenda Item No. 1 -- Canvassing of election results.
A part of this item was moved to the last of the agenda to accomodate Mr. David
Fetzer, Financial Advisor.
]'~r. Fetzer presented copies of the ordinance concerning the bond issue.
Councilman Dozier moved to adopt Ordinance No. 1106 concerning the sale of bonds.
Councilman Halter seconded the motion.
The motion passed unanimously.

A timetable for the sale of bonds was discussed, and dates will be set in the future.
The Council agreed to abandon the Wednesday afternoon meeting of April 12 and have
a long meeting the following Thursday. Among the agenda items will be consideration
of new committee members.
An informal goals discussion meeting will be held on April 12 at 4-00 P.M.

Mayor Bravenec declared the meeting adjourned.
