I would appreciate it if you would place this letter in the minutes for
today.'..s meeting. (If you like, you can give copies to ~ach councilman.)
This letter sets out my posi~,nn on several controversial issues to be
voted on today, which I feel the electorate is entitled to know, as well
as my comments on th~ minutes of th~ last three meetings.
Agenda Item #1. Minutes. April 22, 1976 meeting. The minutes should reflect
the fact that 'Nayor Bravenec pointed out that it was malikely that the City
Council would approve any curb cuts on University Avenue and in fact probably
would not be willing to grant rezoning if a curb cut were necessary." 'Nr.
Wehunt stated that he understood this." (Application of Credit Union)

A~enda Item #3. Conditional Use Permits for Fraternities and Soror. ities.
I would vote to permit fraternities and sororities only under conditional
use permits, because of substantial problems on a continuing basis that
they present with one or more of the following' --fire safety
--traffic (principally parking)
- -noise

Agenda Item #4. Later hours for liquor consumption. I would not vote to
extend the hours, even on a trial basis.
I realize that the present hours are an inconvenience for many citizens. This
is the principal argument in favor of a change.
I realize also that extended hours will present an inconvenience for many
citizens. Were it only a matter of inconvenience of one against the inconvenience
of another, I would be tempted to vote for the proposal because the basic considera-
tion would be life style. Protection of life and of property, however, is not
simply a matter of convenience or inconvenience. We have heard testimony'
1. That the police would not be able to patrol residential and business
areas as soon if the liquer hours are extended and that burglars find it
"convenient" to ply their profession when the police are tied down.
2. That the extended hours would draw many non-residents into the city
and that perhaps 50%-60% of the threats to life and person and to property

involve at least one party who is a non-resident of the city. For
example, fights and traffic accidents. (Also, tAe roads would become
more dangerous because some people would drive to College Station when
their bars close in order to get extended hours.)
I do not feel that the matter is even worthy of experimentation. (After
all, we complain about the Highway Department's rule of inaction until a traffic
problem is demonstrated by accidents causing death or serious bodily injury.)
(I also believe it desirable for the city to continue its image as a
"quiet college town." This image makes it easier for the University to
attract new faculty and new students. I would not vote against the extended
hours proposal solely on this ground, however.)
I would be willing to extend the closing hour by one hour during Daylight
Savings Time, provided that the City of Bryan does likewise.
.~.Agenda Item #5. Redmond Terrace Curb Work. I would vote against undertaking
this project unless-~he cit~ "is re~imbufsed.''
Agenda Item #10. Access easmaent in Wolf Pen Creed PUD. I would abandon the
access easement only if~lt is replaced bY ahoth-e~ sUitable access easement
accross the creek. We need walkways and bikeways which will enable school
children and others to get away from major streets.
Agenda Item #13. Sidewalks on Block C, Culpepper Plaza Addition. I would vote
to impose a sidewalk requirement on t'~e plat Conditioning the plat's development.
The sidewalk will serve the apartments to be built on this land.
Agenda Item #14. Board of Equalization. Names to be furnished.
