AGENDA
1) Welcome and Open Meeting
-Pledge of allegiance to the United States and Texas Flags and Invocation.
2) Public Comments regarding items not on the agenda
-Individuals who wish to address the Policy Board must fill out a Public Comment Card
describing the topic(s) they wish to address. Public Comment Cards may be obtained from
Lisa Lyon of the MPO staff prior to the start of the meeting. Please limit your comments
to three minutes per topic. Additional time will be allotted if Policy Board members have
questions.
3) Minutes from the March 1, 2016 Policy Board meeting.
-Consider adoption - Action Required. (See attachment.)
4) Staff Report

5) Revision to the 2040 Metropolitan Transportation Plan
-The Policy Board approved the TAC recommendation on programming the MPO's
Category Two funding through 2026 As a result of this action, federal law requires that
the Metropolitan Transportation Plan be amended to reflect these newly programmed
projects. The revisions included in the attachment are updates to the fiscal constraint
portion of the plan. This requires that the reasonably expected funding availability table
be revised, the table of fiscally -constrained projects be amended and the new project
descriptions be created. Staff also amended some of the project descriptions to reflect new
funding amounts and updated cost estimates. Action Required. (See attachment.)
6) 2045 Metropolitan Transportation Plan
-The MPO staff has developed a schedule for the completion of the next Metropolitan
Transportation Plan. While staff originally planned to complete the work in FY 2018,

working backward from the due date it is clear staff and TAC will have to begin working
on the document in FY 2017. The attached schedule anticipates the need for TAC to debate
project selection and programming. If the 2045 MTP is done in house then most of the FY
2018 TAC meetings will be workshops to review and revise monthly staff work. (See
attachment.)
7) Future Transportation Project Update
-Mr. Gary W. Schatz, P.E., PTOE, PTP Transportation Engineering Consultant for the
City of Bryan will present the progress to date on the city's Downtown Railroad Quiet
Zone project.
8) Executive Session - Pursuant to Chapter 551, Subchapter D, Texas Government Code
As authorized by Texas Government Code Section 551.074, at any time during the meeting
of the Bryan/College Station MPO Policy Board, the Board reserves the right to adjourn
into Executive Session to discuss personnel matters — to deliberate the appointment,
employment, evaluation, reassignment, duties, discipline, or dismissal of the MPO
Director.
