Welcome and Call to Order -Pledge of allegiance to the United States and Texas Flags and Invocation by Judge Peters. 2. Election of Officers -The MPO Bylaws speck that elections for Chair and Vice -Chair be held in December of odd number fiscal years. However, since the eligible members of the Policy Board that can serve as Chair and Vice -Chair has changed since the last Policy Board meeting, and will continue to change in January, staff January meeting. is recommending that the Policy Board table this agenda item until the 3. Public Comments regarding items not on the agenda -Individuals who wish to address the Policy Board must fill out a Public Comment Card describing the topic(s) they wish to address. Public Comment Cards may be obtained from Lisa Lyon of the MPO staff prior to the start of the meeting. Please limit your comments to three minutes per topic. Additional time will be allotted if Policy Board members have questions. 4.' Review and approval of November 2, 2016 Policy Board Minutes -The Policy Board will review and make corrections to the minutes and then either approve the minutes or move to instruct staff to correct the minutes and return them to the Policy Board for approval at their next meeting. Action required. (See attachment.) 5. Director's Report -Brazos Transit District Operations Study -FM2818 Corridor Study -FM 60/University Drive -Website Update -Major Thoroughfare Concept Meetings -Smart State Coalition -Regional Mobility Symposium 6. Amendment III to the Unified Planning Work Program (UPWP). -The UPWP is being amended to add an additional $18, 000 to the FM60 Bicycle and Pedestrian Access and Safety Concepts project to bring the total to $108, 000 and $8, 000 for the Website 3833 SOUTH TEXAS AVENUE, SUITE 290 BRYAN, TEXAS 77802 PHONE (979) 260-$298 FAX (979) 260-$225 WEBSITE: W WW.BCSMPO.ORG Page 1 of 1 Update in FY 2017 (shown originally as $12,000 in FY 2016 and $0 in FY 2017) for a total of $20, 000. To compensate, MPO Staff and the Texas Transportation Institute (TTI) have agreed to work together on updating our Public Participation Program without a fee charged by M. The original UPWP had $45, 000 included in the budget to hire a consultant to provide those services and that is subtracted from the total in Task Five. All changes are in Task Five and additions are shown in italics and deletions shown as strikethroughs. Action Required. (See attachment.) 7. Annual Performance Expenditure Report (APER) for FY 2016 -The APER is a document required by TxDOT to show what activities the MPO was able to complete as was specified in our FY 2016 portion of the UP WP. The effect of not having an Executive Director from mid-October to the first of May is clearly shown in the results. Overages in Administration and Short Range Planning are the result of efforts to hire a new Executive Director (which required that the UP WP be amended to allow for the MPO to pay for travel expenses for those not living within the Bryan/College Station area). With only one full-time employee for much of the Fiscal Year, Data Development, Long Range Planning, and Special Studies were not a Board priority and thus not much staff time was spent on these activities. Staff and the TAC will be busy during FY 2017 to make up for the lack of activity in these three tasks. Action Required. (See attachment.) 8. Annual Listing of Projects (ALOP) for FY 2016 -The Annual Listing of Projects (ALOP) is required by TxDOT It requires the MPO to spec what projects were let using federal funds during the fiscal year. It also requires that any federal funds used on Transit Projects also be shown. All of the projects in this year's ALOP are either Grouped Projects or Transit Projects. Action Required. (See attachment.) 9. Fort Worth to Houston Expressway Concept -This concept has previously been presented to the Policy Board and TAC to determine if MPO staff should collaborate with other MPOs in exploring this concept. The TAC requested that the Brazos Valley Council of Governments (BVCOG) be contacted to determine if they were in favor of studying the concept and if they would want to be a full participating partner in the collaboration. The BVCOG held their quarterly meeting of the Brazos Valley Regional Transportation Planning Organization and they unanimously recognized the need for exploring the concept and that the BVCOG staff need to be a full participating partner. The MPO staff is now seeking a recommendation as to whether the MPO should also be a full participating partner in the development of the concept. Action Required. (See attachment.) 10. Future Transportation Project Update -Mr. Chad Bohne, P.E., Director of Transportation Planning & Development with the TxDOT Bryan District Office, will give a short summary of the MPO funding that can be reasonably expected in the coming years and the challenge with getting projects ready. 11.
