Staff Report
Item: Public hearing and consideration of a structure located at 1107 Detroit Street(Lot
7, Block 7, McCulloch Subdivision, College Station, Texas).
Item background: The Building Division received a complaint from the Police
Department concerning the condition of the structure located at 1107 Detroit Street. An
inspection of the single family residence was conducted with a representative of the Fire
Marshal's office on 14 March 2002. As part of the inspection,photos were taken and
code violations were documented (see attached). The inspection revealed that the
structure is substandard and in violation of several provisions of the 2000 International
Property Maintenance Code. The inspection also revealed that there is probable cause to
conclude that the structure is unsafe. According to the utility billing department, the
structure has been without City utilities since 25 June 1999.
Staff recommendation: Staff recommends that the structure be declared unsafe and
ordered demolished within 30 days pursuant to Chapter 3, Section 1 C 8 (a), College
Station Code of Ordinances.

The following is a list of code violations for the dwelling located at 1107 Detroit Street
(Lot 7, Block 7, McCulloch's Subdivision) College Station, Texas.
1. The structure is vacant and not maintained in a safe, secure and sanitary condition as
required by Section 301.3, 2000 International Property Maintenance Code.
2. The dwelling's exterior walls contains missing siding in places and was not protected
in others as required by Section 303.6, 2000 International Property Maintenance
Code.
3. Structural members are deteriorated and in some cases not capable of safely
supporting loads as required by Section 303.4, 2000 International Property
Maintenance Code.
4. Sanitary facilities (kitchen sink, lavatory, tub and water closets) are missing or
damaged in violation of Section 502.1, 2000 International Property Maintenance
Code.
5. The dwelling does not contain a water heater as required by Section 505.4, 2000
International Property Maintenance Code.
6. Electrical outlets, fixtures, and receptacles are not properly installed and not capable
of being operated in a safe manner and are not properly connected to a source of
electrical power as required by Sections 604 and 605, 2000 International Property
Maintenance Code.
7. The dwelling does not contain heating facilities capable of maintaining a room
temperature of 65° F as required by Section 602, 2000 International Property
Maintenance Code.
8. The dwelling does not contain a smoke detector(s) as required by Section 704, 2000
International Property Maintenance Code.

Dear Ms. Moore:
The City of College Station Building and Standards Commission will meet on Monday, 15 April
2002 at 6:00 p.m. in the City Hall Council Chambers located at 1101 Texas Avenue, College
Station, Texas. The purpose of this meeting will be to hold a public hearing on the condition of
the structure located at the above referenced address. At the public hearing the owner(s)will
have the burden of proof to demonstrate the scope of any work that may be required to bring the
structure into compliance with City Ordinances and the time it will take to reasonably perform
such work.
The commission will determine by majority vote if the structure at the above referenced address
is unsafe. If the Commission determines that the structure is unsafe, staff will recommend to the
Commission that the structure be ordered demolished. If the owner(s)refuse to comply with the
Commission's order, the City of College Station may perform the work required to abate any
violations and charge the expense to the property owner(s). Such charges shall include,but not
be limited to: photography,publication,title search,attorney's fees, labor and equipment to
demolish,clean up and removal of debris, and landfill fees.
I have attached a description of violations of the applicable municipal code that are present in the
structure. Pursuant to City ordinance and the Texas Local Government Code,please consider this

days.

BE IT REMEMBERED THAT ON April 15, 2002,The Building and Standards Commission for the
