FINDINGS AND ORDER
BE IT REMEMBERED THAT ON September 10,2001,The Building and Standards Commission for
the City of College Station, Texas,conducted a public hearing concerning the structure located at 207
Sterling Street, Lot 14,Block 2,of an unrecorded portion of Richards Subdivision, Brazos County,Texas.
After considering the evidence presented the Commission finds:
That the structure described above:
is not an unsafe structure
,/ is unsafe because of the following violations:
/Sanitary facilities(sinks,lavatories, tubs,showers and water closets)are damaged or missin
in violation of the City's Building Regulations Code. g'
Plumbing fixtures in the dwelling unit are not connected to an operational source of hot and
cold water, in violation of the City's Structural Standards Code.
/Electrical outlets,fixtures,receptacles,equipment and wiring are missing or inoperable,
that they cannot be used in a safe manner,and are not properly connected to a source of so
electrical power in a safe manner, in violation of the City's Structural Standards Code.
Exterior windows and doors are damaged or destroyed,so that the buildings are not
substantially weather tight, in violation of the City's Structural Standards Code.
/ Structural elements of the buildings are not sound and are not capable of carrying the loads
that normally would be placed thereon, in violation of the City's Structural Standards Code.
The structure has not been maintained in a safe and sanitary condition, in violation of the
City's Structural Standards Code.
The structure does not have adequate heating facilities maintained in safe and
condition, in violation of the City's Structural Standards Code. good working

IT IS THEREFORE ORDERED THAT THE STRUCTURE BE SECURED FROM ENTRY AND
ALL DEBRIS REMOVED FROM THE BUILDING PERIMITER WITHIN:

IT IS FURTHER ORDERED THAT THE OWNERS OR OWNER'S REPRESENTATIVE
APPEAR BEFORE THE COMMISSION gO DAYS FROM THE 10TH OF SEPTEMBER,2001
AND EVERY 9U DAYS THEREAFTER TO PRESENT THE COMMISSION WITH A
PROGRESS REPORT. DEMOLITION OF THE STRUCTURE SHALL OCCUR WITH-IN 180
DAYS UNLESS ADDITIONAL TIME IS WARRANTED AND GRANTED BY THE
COMMISSION.
The Commission also accesses a civil penalty in the amount of$ per day(not to exceed
$1,000 per violation)for days.

The following order was issued as a result of the called
meeting of the City of College Station Building and
Standards Commission on September 10,2001.
After considering the evidence presented the commis-
sion orders: 608 Banks Street, Lot 6 and the adjoining
southwest one-half of Lot 5, Block 3, Prairie View
Heights Subdivision be declared unsafe and the owner
to demolish the structure and have that debris and the
outside storage buildings removed with-in 90 days.

Staff Report
Item: Public hearing and consideration of a structure located at 207 Sterling Street (Lot
14, Block 2, of an unrecorded portion of Richards Subdivision, Brazos County, Texas).
Item background: The single family residence located at 207 Sterling was involved in a
fire and suffered extensive damage (see photos). The city has received several complaints
about the structure and an inspection of the premises revealed a number of code violations
(see attached). Based on this investigation, there is probable cause to conclude that the
structure is unsafe.
Staff recommendation: Staff recommends that the structure be declared unsafe and
ordered demolished within 30 days pursuant to Chapter 3, Section 1(G) 8(a), College
Station Code of Ordinances.

The following is a list of code violations for the structure located at 207 Sterling Street
(lot 14, Block 2, of an unrecorded portion of Richards Subdivision, Brazos County,
Texas). These violations are a result of extensive fire damage suffered by said structure.
1. Sanitary facilities (sinks, lavatories, tubs, showers, and water closets) are missing or
damaged in violation of the City's Building Regulations.
2. Plumbing fixtures in the dwelling unit are not connected to an operational source of
hot water, in violation of the City's Building Regulations.
3. Electrical outlets, fixtures, and receptacles are missing and or inoperable, so that they
cannot be used in a safe manner and are not properly connected to a source of
electrical power in a safe manner, in violation of the City's Building Regulations.
4. Exterior windows and doors are missing or damaged so that the building is not
weathertight, in violation of the City's Building Regulations.
5. Interior walls and ceiling are substantially damaged and not capable of supporting the
loads associated with normal use as a dwelling unit, in violation of the City's
Building Regulations.
6. Structural elements of the structure are not sound or capable of supporting the loads
that would normally be placed thereon, in violation of the City's Building
Regulations.
7. The structure has not been maintained in a safe and sanitary condition, in violation of
the City's Building Regulations.
8. The structure does not have adequate heating facilities maintained in a safe and good
working conditions, in violation of the City's Building Regulations.
9. The structure does not have required cooking equipment, in violation of the City's
Building Regulations.

To Whom It May Concern:
The City of College Station Building and Standards Commission will hold a meeting on Monday,
10 September 2001 at 7:00 p.m. in the City Hall Council Chambers located at 1101 Texas
Avenue, College Station,Texas. The purpose of this meeting will be to hold a public hearing on
the condition of the structure at the above referenced address. At the public hearing the owner(s)
will have the burden of proof to demonstrate the scope of any work that may be required to bring
the structure into compliance with City Ordinances and the time it will take to reasonably perform
such work.
The commission will determine by majority vote if the structure at the above referenced address
is unsafe. If the Commission determines that the structure is unsafe, staff will recommend to the
Commission that the structure be ordered demolished. If the owner(s) refuse to comply with the
Commission's order, the City of College Station may perform the work required to abate any
violations and charge the expense to the property owner(s). Such charges shall include, but not
be limited to: photography, publication, title search, attorney's fees, labor and equipment to
demolish, clean up and remove debris,and landfill fees.
I have attached a description of violations of municipal standards present in the structure.
Pursuant to City ordinance and the Texas Local Government Code, please consider this official
