Re: Appeal of the Fire Hydrant Ordinance as it affects the property at 202
Holleman Dr. E.

College Station City Ordinance No. 1630, Article (4) (a) amends Chapter 6,
Section 603.1. 3B of the Standard Fire Prevention Code and states :

Public fire hydrants shall be installed in districts other than single
family and duplex districts at such locations that no part of any
structure shall be more than three hundred feet (300 ' ) from a fire
hydrant as measured along the right-of-way of a public street or along
an approved fire lane as hose is laid off the fire truck.
The City of College Station Fire Department respectfully asks for denial of
the applicants request for a variance from the fire hydrant requirement
based on the following:
1. The property located at 202 Holleman Dr . E. does not comply with
current fire hydrant requirements .
2 . Applicant 's variance request indicates that the nearest usable fire
hydrant falls 39 feet (39' ) short of the three hundred foot (300 ' )
requirement .
On March 3, 1992 the College Station Fire Department took measurements
at the questioned site. Our measurements, using a Stanley 100 ' steel
tape measure, indicate the furthest point of the questioned structure
is in excess of three hundred seventy feet (370 ' ) from the nearest
usable fire hydrant.
3. The nearest usable fire hydrant is located on the north side of
Holleman Dr. E. , just west of the proposed paint shop. Crossing a
major roadway with fire hose significantly hinders fire fighting
efforts , slows rescue operations , and creates traffic control
problems.
Compliance with the fire hydrant ordinance would require installation
of a fire hydrant on the south side of Holleman Dr. E. which would
reduce the potential problems associated with traffic control and
emergency access .

4. Applicant notes an existing fire hydrant between Tom's Barbecue and
the E-Z Travel Motel as an alternative.
This alternative would not meet fire code requirements . Measured along
the right-of-way of a public street or along an approved fire lane as
hose is laid off the fire truck, the distance from the alternative
fire hydrant to the furthest point of the building would be well over
one thousand feet (1000 ' ) .
The existence of a chain-link fence around the entire property leaves
only a Holleman Dr. E. access to the property.
Severe problems may be encountered if emergency access to one property
is dependant upon access through a second property. Questions of
maintenance of access drives and restrictions on future development
may become a burden to other land owners not directly associated with
the paint shop.
5. The applicant questions the fact that the building has been allowed to
exist under current conditions for an number of years.
Although the existing storage building was apparently constructed in
violation of fire hydrant requirements, the enhanced fire hazard,
increased fire load, and greater life safety concerns created by
changing the building use from storage to an automotive paint shop
dictates that the fire protection system is upgraded to meet the added
hazard.
6. Requiring the applicant to meet the current fire hydrant ordinance is
both prudent and lawful . Compliance with the fire code is necessary to
assure the citizens of College Station the safest possible living and
work environment .

NOTICE OF PUBLIC HEARING
The College Station Construction Board of Adjustments and Appeals will hold a
public hearing to consider a variance request by Collegiate Clubs Corp. of the
following property:
913 B Harvey in the Woodstone Strip Center, Lot Part Res PR-C 6 acres,
Block 4, of the University Oaks Subdivision, C-1 General Commercial.
The Board will also hear a variance request by Joseph Alessandra of the
following property:
202 Holleman, Lot 5, Block 1, of the Pooh's Park Subdivision, C-1 General
Commercial.
The hearing will be held in the Council Room of the College Station City Hall,
1101 Texas Avenue at 4:00 p.m. meeting of the Board on Thursday, March 19.
1992.
