Border Builder Chief Raymond Border of West Lafayette, Ohio was killed in action on October 19th, 2011 while assessing a route in Yahya Khel, Paktika province, Afghanistan. Chief Border was assigned to Navy Mobile Construction Battalion 74 in Gulfport, Miss. Border enlisted in the Navy in September 1999. He deployed to Afghanistan for the second time in August 2011 . He had also previously been deployed to Iraq. Although recognized as a leader by others, everyone was an equal in Raymond Border's eyes. His family and his roots were important to him, and he would strengthen those links when given the opportunity. Chad Lahna played football with Border on the Ridgewood High School team in 1997 and 1998. Lahna said it was obvious Border liked his job in the U.S. Navy, but Border also remembered people who helped shape his life. "He stayed in touch with the football coaches, but not just about football," Lahna said. "He wanted to hear about personal lives too, your family and your life in general. When he was home he would just stop over — you never knew; he'd be in the weight room or at a game." From the early days together, Lahna remembered Border was easy going and easy to talk to, but when it was time for football practice, he was ready to go. "What I remember about him is he was more into helping people than he was about himself," Lahna said. "He was a great team leader, a leader who led by example." His fiancee, Terrence, describes him affectionately as a "redneck," saying he was never without a pair of blue jeans, work boots and a camouflage hat when home. Raymond Border and Terrence Boyd met at a club. Boyd was a single mother of three, enjoying time with friends. Border was a single dad of two, hoping to charm Terrence. She loved to dance, and after picking up lessons in Guam during a deployment, Border swept the girl of his dreams off her feet. "He kept asking me out, and I wouldn't go out with him. And he said, 'Let's just go out for movie and a dinner, and that's all. I promise,' Boyd recalled. One date led to another, and the couple soon fell in love. They moved in together and formed a Brady Bunch style family. They had been together for seven years. "He would always tell us how much he loved us, and he never treated us like we weren't his own kids. He loved us like his own kids, and he treated us like it," said step-daughter, Caitlin Boyd. Terrence said she and Raymond had been together for seven years and had decided to get married. While video chatting, Raymond had told her to pick out a dress and a ring. He had planned to officially propose when he returned in November. Raymond Border was 31. Lest we forget. Call to Order and Announce a Quorum is Present With a quorum present, the Workshop of the College Station City Council was called to order by Mayor Mooney at 5:00 p.m. on Thursday, March 9, 2017 in the Council Chambers of the City of College Station City Hall, 1101 Texas Avenue, College Station, Texas 77840. 2. Executive Session In accordance with the Texas Government Code§551.071-Consultation with Attorney,the College Station City Council convened into Executive Session at 5:06 p.m. on Thursday, March 9, 2017 in order to continue discussing matters pertaining to: A. Consultation with Attorney to seek advice regarding pending or contemplated litigation;to wit: • Kathryn A. Stever-Harper as Executrix for the Estate of John Wesley Harper v. City of College Station and Judy Meeks; No. 15,977-PC in the County Court No. 1, Brazos County, Texas; and • Charlton F. Clayton v. City of College Station; Case: 4:16-cv-03485 in the US District Court for the Southern District of Texas Houston Division. WKSHP030917 Minutes Page 1 B. Consultation with Attorney to seek legal advice; to wit: • Legal issues related to a proposed amendment to the Biocorridor Interlocal Agreement concerning east side sewer improvements. The Executive Session recessed at 5:15 p.m. 3. Take action, if any, on Executive Session. No action was required from Executive Session. 4. Presentation, possible action and discussion on items listed on the consent agenda. Items 2d and 2e were pulled from Consent for clarification. (2d): David Schmitz, Director of Parks and Recreation, these are part of the parkland dedication. This will finish out the park development. (2e): Donald Harmon, Director of Public Works, clarified the need for the right-of-way for the expansion and realignment of Royder Road. 5. Presentation, possible action, and discussion on a proposal for a historical, cultural and educational display in Northgate. Jay Socol, Director of Public Communications, reported that there is a proposal to establish a cultural marker in Northgate. Rob Clark, with The Eagle, noted that the marker would commemorate "this old porch" immortalized in song by Lyle Lovett and Robert Earl Keen. Mr. Socol further explained that, in concept, Keen and Lovett could be depicted sitting, singing and playing guitar - similar to how the men posed for a Texas Monthly cover photo - but with a chair in between them to create an interactive element that would be perfect for visitors taking and sharing photos. The idea to create a cultural, historical and educational display at Northgate has received verbal and written support from the Northgate District Association and from additional Northgate merchants. In addition to recognizing part of College Station's history,there appears to be a unique opportunity to create an iconic "destination within a destination" that would attract and educate Aggies and visitors of all ages and generate a positive economic impact to our Northgate merchants. Texas A&M University System Chancellor John Sharp has generously pledged to fund half of the concept, should it become a reality. The balance would be sought through private fund raising efforts. Council consensus was to go forward. 6. Presentation,possible action,and discussion regarding the requirements for bicycle racks. Lance Simms, Director of Planning and Development, provided an overview of the requirements for bicycle racks in College station. He noted that for Texas cities over 50,000 population,College WKSHP030917 Minutes Page 2 Station ranks #1 in people biking to work. The UDO currently requires bike racks if the building is subject to non-residential architectural standards. There are certain zoning districts exempted: Business Park Industrial, Light Industrial, Heavy Industrial, and Research & Development. Northgate is excepted with different standards. Exempted uses include churches, educational facilities, municipal industrial facilities, and private utility buildings. The current UDO requires that each site provide parking for a base minimum of four bikes (more for more intense uses); bike racks should be located within 150 feet of the primary entrance; and bike racks are permitted on sidewalks or other paved surface provided they do not impede pedestrian or vehicle movement. Staff was asked to come back with recommendations. 7. Council Calendar Council reviewed the calendar. 8.
