Parks & Recreation Board
Regular Meeting
April 10, 1979
MEMBERS PRESENT: Lou Hodges, Chairman; Jim Behling, Rich Kerbel, Dee
Springer, Kathleen Kenefick, Dave Turello; Steve
Beachy, Parks Director; Councilman, Larry Ringer;
J.P. Watson, Planning & Zoning.
MEMBERS ABSENT: Jim Luscombe
GUESTS: Recreation & Park Students, one resident from Sabine Ct.
Agenda Item No. 1 - Roll Call
All members except one attended the meeting.
Agenda Item No. 2 - Hear visitors.
Visitor's complaint was an agenda item discussed at a later time.
Agenda Item No. 3 - Approval of minutes.
No minutes due to no quorum from the last meeting.
Agenda Item No. 4 - Land Acquisitions.
a. Mr. Crockett developer with Carter's Grove area is proposing to sell approximately
10 acres to the city for a park at the same cost he is paying if the city is
willing to buy now. The cost would be about $16,000/acre.
The board members said they would like a chance to walk the site and discuss it
before making a decision. Mr. Crockett said he would be willing to work right
along with the board on the matter. The board said they would have a decision
to present to the council in about a month.
b. Jim Behling met with members of the Church of Christ about a 7 acre site on their
property. The site has a pond that takes up about 4 acres. The Church said that
the property was given to them by a women from Houston and that they would probably
never use it. The Church said if the City was interested in it they would be
willing to work out some kind of deal.

Then Jim Behling met with Mr. Swoboda, who said he would be willing to work something
out to go with 5 acres next to the Church property.
Jim Behlinn said this would be a passive park for picnicking, fishing, etc. but n c t
ballfields.
c. Visitor wants to know why the property at Anderson and Holleman is being used
for playing fields when it was originally planned for an open space? He said
he does not want to see it turned into an athletic field but would rather see
it as an open space park or residential.
The board said the problem was that the land was so high that they were not
able to buy at this time.
Jim Behling moved to acquire the total 14 acre tract at Anderson and Holleman.
Kathleen Kenefick seconded the motion.
Dee Spring, Dave Turello, and Rich Kerbel all voted no.
The motion was defeated.
Rich Kerbel moved to inform the council that land at Anderson and Holleman is
presently shown as a park on the comprehensive plan and is very heavily used
as a park now and that the council should take this into consideration when
deciding on zoning for this property.
Kathleen Kenefick seconded the motion.
The motion passed unanimously.
J.P. Watson with Planning and Zoning said it was probably safe to say that this
property would probably be zoned as single family.
Agenda Item No. 5 - Project Reports.
a. dug hole for pool, work coming along well
b. completion is slow, but plan to go on with dedication on April 28.
the dedication will be from 12:00 noon to 1:00 p.m.

field will be ready to play on for summer softball
have not heard from Austin on status yet
