PARKS AND RECREATION COMMITTEE
January 11, 1977
The meeting was called to order at 7 pm. Attending were Chairman
Louis Hodges, members Stephen Riter, Ray Quinn, Fred Bouse, and
Mary Saslow; Councilman Larry Ringer; Parks and Recreation Director
Paul Wojciechowski; and visitorXM(KMXrXdXMHT- John Hanna+

meeting of Dec. 14 were approved with corrections.
2.
Camping
at
Bee
Creek Park.
John Hanna of the parks and recreation department at TATU requested
that people attending a workshop at the university in April be able
to camp at Bee Creek for 3 or 4 nights. 50 to 100 members of the
Association of Interpretive Naturalists would camp and use the
facilities at the pool. Committee members did not want this to set
a precedent.
Totion: The committee will give a positive recommendation for
approval of this request if Paul clears it with Mr. Bardell or the
City Council.
3. Consideration of Access play Proposal Behind Wayne Smith Park.
The developers do not feel they can extend Eleanor Street as we
recommended, and would like to construct their access road along
the southern border of the park on park property in what is now a
drainage area.
Motion: The committee recommends to the City Council that this
request be denied primarily on the basis of safety considerations
of children using the park.
4. dalton Drive Park Sites.
The two rectangles of land on both sides of Walton near Texas Ave.
have no po en i.a as parkland: there are few children in the area,
Thomas Park is not far away, it's dangerous because it is near Walton.
It presently collects litter and overflow parking from Sparky•s Pizza.
It does act as open space separating residential from commercial areas.
It was recommended that Paul see what value they might have if the
city sold them. -
It is hard to maintain the plantings on the two triangles of land
at !dalton and Texas Ave. They were donated by a garden club but
are being maintained by the city. It was suggested that Paul
approach the garden club, and tell it that the city cannot maintain
the present plantings and will have to replace them. The garden
club could take on the maintainance as a project or give us ideas for
low-maintainance gatdens. We would like to meet with it.

5. Anderson Ridqe Park Possible Addition.
The plat for development of the area with single-family homesites
passed Planning and Zoning without change.
Motion: The Parks and Recreation Fommittee is opposed to this plan
because 1) the trade-off of land results in no real benefit to the
city; 2) this land is ideal for acquisition as a park in accordance
with the City's comprehensive Plan; 3) we therefore recommend that
the City purchase this land, or at
least enough to have a minimum park site of 10 acres when added to
the present Anderson Ridge Park. 4) The committee recommends that
the City apply for matching funds from the Bureau of Outdoor
Recreation for funds to purchase this land.
6. Brentwood Park Dedication.
In addition to the original dedication repirement of 5 acres,
Brentwood is donating 2.69 acres more in lieu of the money they
woUld be assessed at a future time for the extension of Southwest
Parkway. The formula is as follows: 45`� of the cost of extending
the road (the city and the other landowner on the other side of the
street pay the rest) -minus- the value of the land over which the
road will actually run -that part owned by Brentwood)-equals-
the
rentwood-equals-
the amount owed-equals.4 the value of the land being donated.
Richard Smith is valueing the flood plain land he is donating at
520,000 per acre. If the road is not built by a certain date the
deal falls through. We feel the dedicated land should be irdeoendently
appraised and this transaction considered.
7. Paul's office is now in Lincoln Center: 846-3384.
8. Army Surplus Bus.
The Brazos Valley Development 6 0"J ; ! acquired the bus for the
recreation department. The motor burned out on the way to town.
r,"/other bus ff being acaaired free from the same source to use
as parts to fix it. It is in good condition otherwise, and will
hold 45 people for trips to the pool, Lincoln Center, the
museum, etc.
