Parks and Recreation Committee
April 27, 1976
The meeting was called to order at 7:15 pm. Attending were
Chairman Louis Hodges, members Fred Bouse, Freda Kozik, Olga
Pearson, Ray Quinn, 'Vary Saslow, Councilman Larry.Ringer, Parks
and Recreation Director Paul Wojciechowski, Police Chief Marvin
Byrd, Fred Klatt, Carroll Johnson, and Dave Luning.
1. Welcome and orientation of new committee members, Freda Kozik,
Ray Quinn, and Steve Riter (absent).
2. The minutes of the meeting of April 13 were approved.
3. Consumption of alcoholic beverages in the parks.
Police Chief Marvin Byrd addressed the committee. He felt that a
law prohibiting the drinking of alcoholic beverages in the parks
would be unenforceable. In fact, for the number of people the
problem has been relatively small. He felt a better solution would
be to have a patrolman assigned to the parks.
It was moved that the Committee will monitor at least monthly all
complaints that come to the police from the use of the parks, in-
cluding alcoholic beverages, noise, parking, etc., and formulate
recommendations at a later date.
4. Scout house, Fred Klatt, Carroll Johnson, Dave Luning.
It is a problem finding meeting places for scouts in Collage Station,
so the College Station Scouting Foundation would like to construct
a structure of approx. 30 ft. by 40 ft. on park property.
The proposal was opposed for several reasons: A park area should not
be the exclusive use of any group; it is easier to raise money for a
building than for maintenance; it sets a bad precedent; administrative
confusion may arise --who owns, who is responni-ble for, who administers;
and who maintains the structure; a civic center was prefered.
Scout representatives will bring examples where this has been done
before and the problems involved; Paul will contact cities with scout
housed also; Paul will check with the city attorney about liability
and problems with a structure built by others; Paul will check with
the superintendent of schools on what structures can be used for
scout meetings, perhaps a lease on unused school structures; Paul
will check with the developers of the area adjacent to Anderson
Park to see if they want to donate land for a scout house. We will
all speak with school board members. Fred Bouse is liason with the
scouting foundation and will report back in a month.

5. Bicycle trail from Dominik Drive to Gilchrist Avenue.
This item was tabled becuass the city feels that the construction
of such a trail would not be feasable because of the terrain. it
will be referred to the Bicycle and Safety Committee.
6. Brentwood subdivision dedication.
The committee will view the area on Tuesday, may 4, at 5 pm.
7. Cdsel Jones tract.
Mr. Jones lives in San Antonio, and we will have to arrange to
view the site with him or his representative.
8. Rezoning of land on corner of Dominik Drive and Pur ear Drive
f—ro—mRS to Cl.
The committee will view the area on Tuesday, may 4, at 5 pm to see
if such a rezoning will have a detrimental effect on nearby Thomas
Park and recreational bicyclists who use this part of Puryear Drive
heavily.
9. Park for Carters Grove.
The people of the area would appear to prefer a linear park behind
the houses on Dominik extending from Munson Drive to the deadend of
Berkeley Street, rather than an extension of the -Oaks Park-ori-

ark-ornStallings Drive. Such a park would act as a buffer between single
family residential and apartment zoning areas.

Dear Sirs:
On behalf of the RP 402 Park Planning and Design class we would like to
extend our thanks to you for taking the time to critique the students'
final plans on Anderson Street Park. The students benefited from your
comments and hopefully there was some benefit to the Board.
We realize no one plan presented the best method of development but pro-
bably some combination of the various plans will be of value in develop-
ment of Anderson Street or other city parks. Please let us know if we can
cooperate on future projects.
