Agenda Item No. 3 Please see enclosed map. The developers are proposing to deed all five acres at once instead of in phases. Please try to visit the site prior to the meeting. 2. Agenda Item No. 4 Please see enclosed map. Please note that the proposed park location has a drainage area bisecting the parkland. This would make it -difficult to develop facilities in either of the open areas due to a lack of sufficient area. One solution might be to recommend a location further south having the tree line and drainage at one end of the park. This would provide an adequate amount of open area for park facility development. Please try to visit this site prior to our meeting. 3. Agenda Item No. 5 This item has been referred to the committee for study by the City Council. It would involve the construction of a bridge and a trail traversing an access easement on Lot No. 6 of Wolf Pen Subdivision. The owners have requested that this easement be removed from the lot in order to allow construction of a building. The City Engineer and myself have looked at the situation and because of the steep banks,if the trail is built it would be necessary to have the trail run very near where the access easement is. A possible solution might be to have the owner move the access easement further down on the lot line. See enclosed map. Please try to visit this site prior to the meeting. r'INUTES CITY OF COLLEGE STATION Parks and Recreation Committee march 23, 1976 The meeting was called to order at 7:20 pm. Attending were Chairman Louis Hodges, members nary Saslow and Bill Lancaster, Councilman Lorence Bravenec, Parks and Recreation Director Paul Wojciechowski, Mr. Edsel Jones. 1. The minutes of the meeting of march 9 were approved with the change "Roger Feldman has resigned from the committee." Bill Lancaster has not resigned from the committee. 2. Southwest Parkway Park, !Wahlberg Prooarties. The city and Mr. Wahlberg have agreed on a ten -acre raserve park. {fir. Wahlbern will dedicate land starting at tha back of the property along Christina Road, and moving toward Southwest Parkway. Acceptance of this land does not bind the city to any improvement on Christine Road. It was moved to accept this plan for phased dedication, and to encourage the Planning and Zoning Commission to consider the problems of access to this and other properties. 3. Park near old railroad right of way in southwestern College Station, Mr. Edsel Jonas. A 5.3 acre tract of land was proposed to satisfy the potential dedication requirements of a triangle of land bordered by Luther Street on the north, the old RR ROW on the east. Mr. Jones is planning to have 3.326 acres of this land on Luther Street rezoned so that he can build 106 apartment units. The proposed park has a creek bed bisecting it. Members of the committee will inspect it separately. 4. Committee Membership. The cLrm taae bylaws require that w1a have a liaison member an tha Planning and Zoning Commission. Also new members will have to ba appointed when the new mayor takes office. S. Capital Improvements Plan for Parks. Presently next summer's bond issue calls for park improvements is items 6 through 11: 6, Bea Creek Park, 3100,000; 7, Oaks Park, 357,000; 8, Anderson Street Park, 335,000; 9, Thomas Park, 3130,000; 10, Wayne Smith Park, $20,000; 11, Establish park acquisition fund, 3400,000. These will probably ba changed by the city council to two items, park improvement fund and park acquisition fund. Bike trail to Oaks Park from Gilchrist Avenum to Dominik Street. Mary Saslow proposed considering such a trail passing through a vacant lot which fronts on Gilchrist, and on through lot 18 on Dominik owned by the city. It may be very difficult to put a trail on lot 18 becausa of its steepness. 17 Other business. rateri.als for solicitation of park donations should be developed. Classes will be broken down according to age and bike size. A bull horn will be used for a P.A. System. As the races will be run over natural terrain, no track preparation will be needed. All contestants will sign releases. Each class will run three times for 3-5 laps with points awarded for each round or "moto". This picnic and bicycle race is proposed as a trial event in hopes of later having a series that will use parks in Bryan and College Station. It will give many people a closer look at the parks and let them use and appreciate the parks they are blessed with. The cost to the Parks and Recreation are a:little wear on the park and possibley some clean up on Monday. The benefit of Parks and Recreation will be a fuller enjoyment of the parks by the community. The Bryan Police and Joe Fisher of University Cycles will supply all race personel, race materials and prizes. A number of communities have had very good response with this type of e:xent .
