Mock disaster to hit BMCS
The capability of Bryan and College Station officia s to
effectively manage public resources in an emergency wi be
put on the line November 19 during a planned "ster
exercise in the two communities.
Public resources such as electricity, water, police an( fire
protection, and communications will be tested.
Planning for the exercise was initiated earlier this m)nth
at a meeting in Bryan of Brazos County Judge Bill V. nee,
BryanMayorLloyd Joyce, Brazos County Defense Dir for
Jake Cangelose, College Station City Manager rrth
Bardell, Bryan City Manager Lou Odle and other coi tI
cityy and state officials.
Chuck Harrison, a Defense Civil Preparedness Ag ncy
(DCPA) Region Five Program Training Specialist cider
contract with North Texas State University, visualized the
upcoming event as a "true measure of the art of resiurce
management." Harrison will assist in coordinating the
exercise and will act as an observer.
The exercise will consist of a mass casualty simulation
and an emergency operations center scenario designed to
develop better procedures for coordinating emergency
response and managing city/county resources during a
mayor disaster such as a nuclear attack, tornado, or other
mayor disaster, National Guard troops will provide
communications equipment for the exercise.
Planning personnel who will supervise the disaster
simulation will, according to Harrison, "build a situation
that may exist in the event of a major disaster occurance.
There will be no school solutions to the problems in the
exercise."
Harrison said there also would be "no surprises designed
scuts -secie ""rav T. ID, announceagres
ident Al Bormann. He said res -
to catch people off guard" during the two phases of the
exercise.
A dress rehearsal on November 18, the day before the
scheduled exercise, will be conducted to pinpoint resource
management weaknesses and to take action to resolve them
before the exercise itself.
"By the time the exercise is completed, the governing
officials will be able to direct more efficient use of their
resources, thus adding a new dimension to their confidence
and ability to save lives and property," he added.
Governing officials may also look forward to another
fringe benefit resulting from the exercise. All maps and
charts used throughout the disaster simulation will be
turned over to Bryan and College Station authorities to help
update their emergency operations plan.
