10-31-91-11 - Resolution - 10/31/1991 RESOLUTION NO. 1~-~1-91-11 RESOLUTION SUPPORTING PROPOSITION NUMBER 4 IN THE NOVEMBER 5, 91 STATE WIDE ELECTION, WHICH PROVIDES FOR AUTHORIZATION FOR il.1 BILLION DOLLARS IN GENERAL OBLIGATION BONDS FOR STATE CTION OF 25,000 ADDITIONAL PRISON BEDS, INCLUDING MENTAL FACILITIES AND REPAIRS AND RENOVATION FOR EXISTING IES due to the over-crowding conditions of Texas prisons operated by the Institutional Division of the Texas Department of Criminal Justice, the Legislature has approved an issue to be submitted as an election for the construction of new prison buildings and the renovation of existing facilities, to be held November 5, 1991; and, the resulting consequences of the over-crowding conditions has lead to a "revolving door" through which criminals, with the least exposure to possible rehabilitation, come and go; and, the lack of incarceration space and the resulting increasing presence of the criminal element in society and on the streets presents an undue economic hardship on all citizens of the State of Texas; and the repeated criminal actions of these "revolving door" criminals results in great pain and hardship for the citizens of the State of Texas; and, the passage of Proposition 4 on the November 5th, ballot would result in an increase of over 25,000 additional criminals being kept off the streets; THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ~OLLEGE STATION, TEXAS THAT: Section 1. The City of College Station, through its duly elected officials, hereby supports the passage of Proposition 4 and strongly urges all of the citizens of the City to ensure that: a® They are registered to vote They vote FOR Proposition 4 on the November 5 state wide ballot Section 2. The City Secretary is hereby directed to mail a certified copy of this Resolution to the Honorable Ann R~9~d~, Governor.9~ the State of RESOLUTION NO. 10-31-91-11 Section 3.
