04-11-96-R-g - Resolution - 04/11/1996 q so[ution NUMBER 4-11-96-R-g URGING UNITED STATES SENATORS, THE HONOFb~BLE PHIL GRAMM AND THE HONORABLE KAY BAILEY HUTCHINSON AND UNITED STATES CONGRESSMAN, THE HONOP, ABLE JACK FIELDS TO LEND SUPPORT TO AND ENCOURAGE THE PASSAGE OF CONGRESSIONAL LEGISLATION VVHICH RE-AUTHORIZES THE FEDERAL AVIATION ADMINISTRATION'S AIRPORT IMPROVEMENT PROGRAM WHEREAS the air transportation system is the linchpin of your national and local economies, essential to the safe transportation of people and goods, both domestically and internationally; and WHEREAS airports support local economic development by producing complete transportation services, stimulating business activity and investment and creating jobs; and WHEREAS investing in our aviation infrastructure is critical to provide the facilities that airlines and the air transportation system need now and in the future; WHEREAS the Airport Improvement Program (ALP) is a critical funding element in the development of the nation's aviation infrastructure, supporting capital development projects in every state in the nation; and WHEREAS the Federal Aviation Administration (FAA) has indicated that at least $6 billion a year is needed to maintain and improve this country's airport infrastructure; and WHEREAS AlP is funded from the aviation trust fund; and WHEREAS, revenues flowing in to the aviation trust fund are derived from user fees paid by the American traveling public; and WHEREAS, the surplus in the aviation trust fund is nearly $5.1 billion; and WHEREAS, the authorization for the AlP expires September 30, 1996; and WHEREAS, an authorization is a prerequisite for an appropriation which is the legislation that gives legal authority to spend or obligate money from the Treasury; and WHEREAS, Re-authorization of the AlP is crucial to the continued development of infrastructure projects at the Easterwood Airport. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLLEGE STATION, TEXAS THAT: Section 1: That the City Council of the City of College Station, Texas supports re-authorization of AlP; and Section 2: The United Station Senators, The Honorable Phil Gramm and Honorable Kay Bailey Hutchinson and United States Congressman, The Honorable Jack Fields, be urged to lend support to and encourage the Congress of the United States of America to enact an AlP re-authorization prior to September 30, 1996; in which all airports benefit, higher entitlement allocations are achieved, and adequate funds for Letters of Intent are provided.
