11-13-97-7-e - Resolution - 11/13/1997Resolution No. 11 - ~ 3- 97- 7- e A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLLEGE STATION, TEXAS, EXPRESSING ITS DESIRE TO CHANGE THE POLICY OF THE TEXAS DEPARTMENT OF TRANSPORTATION (TxDoT) FOR CITIES TO INSTALL, MAINTAI AND OPERATE TRAFFIC SIGNALS WITHIN THEIR CORPORATE LIMITS TO CITIES WITH A POPULATION OF I00,000 OR GREATER. WHEREAS, the current state policy regarding the installation, maintenance, and operation of traffic signals on the state highway system in incorporated cities of less than 50,000 population calls for Texas Department of Transportation (TxDoT) to be responsible for such duties when requested by the city council, mayor, or city manager; and WHEREAS, such policy forces moderately sized cities to face exponential leaps in the quantity of traffic signals they will have to assume responsibility for maintaining and operating; and WHEREAS, it has been determined by City Council that it is more appropriate for TxDoT to own, operate, and maintain traffic signals and associated devices on roadway facilities within the corporate city limits until such city reaches a population of 100,000 or more when cities will have enough resources to handle such an increase in responsibility; and WHEREAS, the costs associated with said transfer will be a large burden on such cities; now therefore BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLLEGE STATION, TEXAS: Section 1. That the facts and recitations set forth in the preamble of this resolution are hereby found to be true and correct. Section 2. That the City Council of the City of College Station, Texas, hereby expresses it support that the state policy be changed to set the population levels at less than 100,000 for incorporated cities for which the Texas Department of Transportation installs, maintains, and operates traffic signals upon requests by the city council, mayor, or city manager. Section 3. That the City Council of the City of College Station, Texas, hereby authorizes the City Manager and City Secretary or their designees to notify the Texas Municipal League and pertinent legislators of the City of College Station's position on this topic and to tak, any and all other appropriate measures to register the City of College Station's desire to effect this change.
