1-14-99-6.4E - Resolution - 01/14/1999City of College Station RESOLUTION RESOLUTION NUMBER 1-14-99-6.4E RESOLUTION URGING THE TEXAS LEGISLATURE TO INCREASE APPROPRIATIONS FOR COLINTY JLrVEI~LF, PROBATION SERVICES WHEREAS, the City of College Station is a Regional Planning Commission organized under provisions of Chapter 570, Acts, 59th Legislature, Regular Session, 1965 (Codified as Article 1011m, V.A.C.S.), and represents the seven county Brazos Valley region that consists of Brazos, Burleson, Grimes, Leon, Madison, Robertson and Washington Counties; and WHEREAS, the juvenile justice system and juvenile probation services are a core function of county government; and WHEREAS, more than half of the funding for the county juvenile probation services statewide is provided by local funds; and WHEREAS, maintaining juvenile probation services requires a continuing investment of state and resources to maintain and expand these services in order to meet identified needs; and WHEREAS, expenditures for the juvenile justice system accounted for less than eight percent (8%) of funding for corrections while juvenile crimes made up 17 percent of all arrests in Texas in 1996 (Juvenile Justice Handbook for cities - Office of the Attorney General); and WHEREAS, the current level of appropriations to the county juvenile justice system are adequate to address less than one-half of the identified Texas juvenile justice needs (Juvenile Justice Handbook for Cities - Office of the Attorney General); and WI-IEREAS, increased appropriations to county governments are necessary to supplement juvenile probation services including medical and psychiatric care needs; NOW, THEREFORE, be it resolved by the City of College Station Council; THAT the 76th Legislature be and hereby is urged to increase annual appropriations for the juvenile probation by county governments. THAT a copy of the resolution be transmitted to the Offices of the Governor, Lieutenant Governor, Speaker of the House of representatives, the Ohairxnan of the Texas Youth Commission, the Texas Juvenile Probation Commission and the chairs of the following legislative coram~ttees: Senate Committee on Finance, Senate Committee on State Affairs, House Comra~ttee on Appropriations, House Cor~m~ttee on Ways and NIeans, and House Select Committee on Revenue and Public Education Funding.
