1-14-99-6.4A - Resolution - 01/14/1999City of College Station RESOLUTION RESOLUTION NUMBER 1-14-99-6.4A RESOLUTION URGING THE TEXAS LEGISLATURE TO ENACT LEGISLATION THAT ESTABLISHES A COLYNTY PLANi~NG COMMISSION TO REGULATE SUBDIVISION PLATTING AI~D DEVELOPMENT WHEREAS, the City of College Station is a Regional Planning Commission organized under provisions of Chapter 570, Acts, 59th Legislature, Regular Session, 1965 (Codified as Article 101 lm, V.A.C.S.), and represents the seven county Brazos Valley region that consists of Brazos, Burleson, Grimes, Leon, Madison, Robertson and Washington Counties; and W~rIEREAS, Texas counties carrently have no zoning authority and limited subdivision authority; and ~rHEREAS, due to the lack of county zoning authority problems arise such as excessive use of "flag lots", lengthy arfimproved driveways on "flag lots", or storm drainage and improperly installed water and sewage facilities; and WHEREAS, without county zoning authority, access to county residences by emergency vehicles may be hindered; and WHEREAS, as cities expand their boundaries, including their ETJ, non-platted county developments result in non-compliance with city zoning standards. NOW, THEREFORE, be it resolved by the City of College Station Council; THAT the 76th Legislature be and hereby is urged to enact legislation allowing the creation of county planning commissions authorized by the county commissioner's to regulate cotmty subdivision platting and development through a review, evaluation and approval process. THAT a copy of this resolution be transmitted to the offices of the Governor, Lieutenant Governor, Speaker of the House of Representatives, the Chairman of the Texas Transportation Commission and the chairs of the following legislative committees: Senate Committee on Finance, Senate Committee on State Affairs, house Committee on Appropriations, House Committee on Transportation, House Committee on Ways and Means, and House Select Committee on Revenue and Pubhc Education Funding.
