Response: Last year’s contract was $115,500. This year’s contract is $122,535 or a 6.1% increase. 6.3 2022 Bond: Rock Prairie East Design Contract (Town Lake Dr to William D Fitch), and 6.4 Rock Prairie East Construction Contract (Hwy 6 to Town Lake) Sponsors: Jennifer Cain Question: Are any roundabouts included in the first phase or expected to be considered in the design for the next phase? If not, why not? Response: Rock Prairie East Construction (Hwy 6 to Town Lake) – there are no roundabouts being constructed with this project. Rock Prairie East Design (Town Lake to William D. Fitch) – there are currently no roundabouts identified for this project. The project will look at options at the intersection at William D Fitch once the traffic study is complete. 8.2 Budget Adoption Sponsors: Mary Ellen Leonard Question: Why is there an attachment A? Is this being added to our budget? This attachment is not listed on the cover sheet for item 8.2 Response: Part 6 of the Budget Ordinance refers to the expressly designat ed replacement equipment that was set out in the 2023-24 Fleet and Equipment Replacement Funds. Attachment A to the Ordinance lists the expressly designated equipment that was reflected as expenditures in the Budget as presented to Council. There is no increase to the budget by listing out the equipment we are replacing. This has historically been included in past budget ordinances. 8.4 Fee Resolution Sponsors: Mary Ellen Leonard Question: Could you please remind me what the cost recovery policy is for our parks recreation fees? Do the challenger fees and the senior annual pass fees reflect the cost recovery policy? Response: Appendix F of the Budget Document is the Fiscal and Budgetary Policies. Item 3.5 of that document details the Parks and Recreation Cost Recovery Continuum. Categories are reviewed every 3-5 years. FY24 is the second year of review of recreational program costs. The Continuum is: • Minimum Cost Recovery - 0% to 25% (i.e. – Playgrounds, Parks, Greenways and Trails) • Low-Cost Recovery – 26% to 50% (i.e. – Youth Based Programs and Services) • Medium-Cost Recovery – 51% to 75% (i.e. – Adult based Programs and Services) • High-Cost Recovery – 76% to 100% (Enterprise Operations, cemetery, License/Permits) Actual Challenger fees and Senior Annual Pass fees are at the minimal cost recovery (0-25%).
