230515 -- City Council -- Agenda Questions Council questions and staff responses for items on May 15, 2023 City Council Meeting 7.6- Semi-Annual Report on System-Wide Impact Fees for Water, Wastewater, and Roadway Sponsor: Carol Cotter Questions: Are the Total Estimated Capitol Costs still accurate? Do they reflect the recent inflation impact that we have seen across the city? Response: Project cost projections were based on estimated and actual costs at the time of the 2021 study. They have not been updated. 7.7- City Council Meeting Procedures Sponsors: Adam Falco/Tanya Smith Questions: I am struggling to understand this sentence from the first paragraph: Such meeting will be held at City Hall in the Council Chambers commencing no earlier than 6:00 p.m. unless there are Public Hearings which must start no earlier than 6:00 pm. Could I please have some clarification on that sentence? Response: The intent of the sentence is to indicate that public hearings cannot start before 6 pm. The city attorney has clarified the sentence. A copy will be at the dais. 8.1- Water Services Update Sponsor: Gary Mechler Questions: Could you please include in your rehab presentation a bit about pipe failures? Do you keep a log of the frequency of those and how does that factor into decisions about prioritizing rehab work? Is there a map of shut off valves available to crews to minimize the water loss on pipe failures? What factors enter into the decision when a pipe fails whether to repair or replace? Response: Included in the presentation is information about pipe failures and how they are one of the criteria used to prioritize rehab work. All crew members do not have access to valve location maps. However, they are available through crew leaders’ field computers or tablets. Decisions on whether to replace or repair are made based on the type of break in the line. 8.2- Tourism Program Update Sponsor: Jeremiah Cook Questions: Could you please include in your presentation thoughts on How is the tourism board functioning? Are there positive impacts from their participation? How are residents and businesses benefitting from tourism? How can businesses participate more fully? How can residents help out? Are there amenities that we lack that cause us to miss some great tourism opportunities? Response: These items will be addressed in the presentation. 9.1- CDBG- Mitigation Grant Funds Sponsor: Debbie Eller Question: How many public comments have been submitted? Response: The only comments received have been from City Council members. 9.5- Egremont Court Drainage Improvements Sponsor: Jennifer Cain Question: Is there a projected timeline for work completion? Response: Construction will likely start in June and is expected to take 90 days to substantial completion, pending weather. 9.6- Interlocal Agreement with the City of Bryan for Fire and EMS automatic and mutual aid Sponsor: Richard Mann Questions: Is the $550 reimbursement separate from and in no way connected to patient billing and collections? Has the City of Bryan considered this same proposal, or if not, when is it scheduled for their consideration? Response: The $550 reimbursement is a flat rate not connected to patient billing or collections. The Bryan City Council is scheduled to consider the proposal at their June 13th meeting.
