230323 -- City Council -- Agenda Questions Council questions and staff responses for items on March 23, 2023 City Council Meeting 7.3 Construction Project for repairs and upgrades at the Utility Customer Services facility on Krenek Tap Road with E Contractors for $100,931. Sponsors: Jennifer Cain Question: What is the general timeline of the construction – could it be underway in early May? Will the renovated bathrooms maintain the same facilities as currently there (number of stalls and showers, etc)? Response: Following approval of the contract, construction will commence soon after and we anticipate completion to be by the end of May. The number of stalls, showers, etc. will remain the same. 9.3 Public Private Partnership (P3) Program Guidelines Sponsors: Mary Ellen Leonard Question: My understanding is that Park West is a P3. Is it going well? I wonder how these fair in the long term? Are there other examples? Response: A Public-Private Partnership is a contracting mechanism allowed by Title 10, Subtitle F, Chapter 2267 of the State Government Code. It allows a public sector agency to partner with a private partner for a project subject to the achievement of performance metrics. They are outcome-based solutions that transfer risk to the party that is more equipped to bear that risk. Texas A&M adopted their policy around the year 2000. While not privy to the deals made by the university, public information on the internet shows that they have entered a number of P3 agreements to develop property including Park West, Century Square, a Preclinical Studies building, Cain Hall Redevelopment parking garage and six housing projects at other TAMU facilities not in College Station.
