230427 -- City Council -- Agenda Questions Council questions and staff responses for items on April 27, 2023 City Council Meeting 7.3 Engineering Services for Pole Loading Analysis Sponsors: Timothy Crabb Question: From the cover sheet, I gather that this was a job staff did, but due to volume increase, now we need to outsource. Is that correct? Response: Yes. This was a job that one of our designers was doing before she was promoted to take the vacant Design Supervisor position. Because of the time and expertise required and the additional workload due to the influx of multiple companies wanting to attach to our poles, we are contracting this work out. 7.4 Frontier Waste Solutions Franchise Agreement Sponsors: Emily Fisher Question: The cover sheet says we can go online to see the list of providers, and that there are 18. I tried to find the list online and found 16 haulers, is this the correct list, or is there another list? Response: There are two haulers who have not been added to the website yet. Drop & Go Dumpsters, whose Franchise Agreement was approved March 9, and Frontier (if their Franchise Agreement is approved this Thursday). With these additions, the total will be 18 haulers. Pronto Services, whose agreement is also on the agenda this week, is a renewal and already listed on the website. 7.6 - Rock Prairie Management District #2 Road Bonds Sponsors: Mary Ellen Leonard Question: I notice that the city will bear the O&M upon construction competition. Is there any scenario where we would also have to shoulder the debt payments? Response: No. This debt is shouldered by the residents of the management district. 7.7 - Miliff/Redmond Design Contract Sponsors: Jennifer Cain Question: Is Miliff Road currently asphalt? Response: Yes, it’s currently asphalt. 8.1 – Street Maintenance Update Sponsors: Emily Fisher Question: Can I please have an update on Egremont? Response: The construction contract for Egremont Court will be brought before Council on May 15th. 9.2 – Rezoning – Holleman Townhomes Sponsors: Jeff Howell Question: If we increase density here, can sanitation service the increased trash from the increase in number of residences here? Response: Yes, the Solid Waste Division will be able to service the tract with the proposed zoning. If rezoning is approved and a site plan is submitted, Solid Waste will work with the applicant to determine container type and quantity based on the number of bedrooms and/or any other proposed activity. 9.3 – Possible Projects - CDBG-MIT Sponsors: Debbie Eller Question: What triggers the reset of the public input period? Why does the Meyer generator cost come in at almost 3 times the cost of the Lincoln Center one? Response: The requirement of CDBG-MIT is that the public provide input on the substantially completed proposal. Comments are typically taken into consideration with the final preparation of the proposal or the reason why comments are not included. Two of the projects included in the draft were deemed ineligible by the TxGLO on April 10th and Council provided comments on April 13th that will lead to a significant change to the proposal. Therefore, staff requested an extension of the due date of the proposal to allow for a presentation to Council and an additional public comment period on the revised proposal. The proposed project at the Meyer Senior and Community Center will require the construction of an enclosure and a transfer switch.
