220414 -- City Council -- Agenda Questions Council questions and staff responses for items on April 14, 2022 City Council Meeting 6.2. Presentation, discussion, and possible action on the proposed “Cooling” College Station: Five-Year Planting Plan for Urban Heat Mitigation. Sponsors: Michael Ostrowski Question: I read in packet that providing a 5-gal tree to a resident is an average cost of $75. What is the average cost of a seedling? Isn’t a seedling much smaller than a 5 gal bucket? The city at one time provided free tree seedlings to residents who recycled their live Christmas trees and I think it was given to us literally in a grocery sack –no bucket at all- and that little thing is now (30 years later) an oak tree that towers over my home. So, I am wondering how much seedlings cost in comparison to a 5-gal bucket. On the regulating side, I know we require some plantings at the time of commercial development. Are there any follow up procedures in place to assess, decades later, that those plantings are maintained? Response: Tree seedlings generally cost $1.00 to $2.50 depending on type and quantity. Tree seedlings are about 1-2 years of age and generally 12 inches to 18 inches in height. Five-gallon trees are about 5-7 years of age and generally 3-5 feet in height. With respect to follow up on commercial properties, if we notice that plantings have been removed or have died, we follow up. However, we do not reinspect properties on a specific frequency basis after occupancy or after the project has been completed. 7.2. Presentation, discussion, and possible action on the second reading of a franchise agreement ordinance with Jetsam Removals & Roll-Offs LLC for the collection of recyclables from commercial businesses and multi-family locations. Sponsors: Emily Fisher 7.3. Presentation, discussion, and possible action regarding an ordinance amending Chapter 40, “Utilities,” Division 2 “Waste Collection,” Section 40-388, 40-391, and 40-392 and renumbering the remaining sections of Division 2 and presentation, discussion, and possible action regarding a resolution amending fees related to waste collection in Resolution 08-12-21-8.4 establishing the fees, rates and charges as authorized in Chapter 2 “Administration”, Art. V. “Finance”, Div. 2 “Fees, Rates and Charges”. Sponsors: Debbie Eller Question: For Items 7.2 & 7.3- Is there a way to (or do we already) require multifamily developments to offer some type of recycling option for their residents? Response: We do not require multi-family developments to offer recycling at their private complexes. Ownership/property management has the voluntary option to do so through a private agreement with any of the City's franchised haulers, but recycling is not mandated. To require multifamily recycling would necessitate ordinance and UDO amendments.
