Sponsor: Bryan Woods Question: Transportation issues is so vague, I try to reach out to people who have told me they are interested in particular topics when they appear on council agendas, but this one is so broad, is this mass transit, micro mobility, road projects, if I could get a more concise sense of what this is covering so I can share with interested parties. Response: This item was requested by council for broad discussion. There will be no staff presentation. 7.2 Presentation, discussion, and possible action related to amending the cemetery ordinance. Sponsor: Steve Wright Question: I cannot figure out the differences between the first 7 pages, then the ordinance, then 7 more pages that look to me so similar to the first 7 pages.... Can you please highlight what the differences are? Also why is only 1 cremate allowed in the LR section of the College Station Cemetery? Didn't we have a decision that 2 would be allowed a few months ago? See quote "Purchasers are limited to one space per each casket interment. The interment of two cremains shall be allowed in a single standard space. Combinations of casket burials and cremates shall be allowed in a single standard space. A maximum of one cremate burial shall be allowed per designated cremate space in Section LR of the College Station Cemetery. A maximum of two cremates shall be allowed per columbarium niche in the Memorial Cemetery of College Station." Response: The differences among most of the pages are extremely minor, as we were cleaning up verbiage, grammar, and established practices. I've attached the red -lined version for comparison. We cannot make the change to two cremates in the College Station Cemetery (original) due to sizing issues. The change voted upon was for the "new" cemetery. 7.3. Presentation, discussion, and possible action regarding approval of the Citv's purchase of Three Phase Padmount Transformers with estimated expenditures in amounts not to exceed $413.696.00. awarded to KBS Electrical Distributors Inc and reiect Bids for lines 1-6 and lines 9-12. Response: Through an error in CivicClerk, the coversheet was inadvertently deleted. It will be attached with other documents and the presentations. 7.5 Presentation. discussion. and possible action regarding a rate increase amendment to the five (51 year residential recycling collection franchise and general service agreement with Brannon Industrial Group. LLC. DBA BVR Waste and Recycling. Sponsor: Emily Fisher Question: Can you explain the fee increase where it says "...a 2.5% increase for each remaining year...". Does this mean a one-time 2.5% increase that will continue for the following years? Or does it mean that there will be a new 2.5% increase for each year of the agreement? I suspect it is the former situation but not sure from the language. Was there any clause in the agreement that indicated that the franchisee could request such an increase? I am not opposed and understand the effects of cost inflation. Just want to clarify. Response: Yes, there will be a new 2.5% increase for each remaining year of the agreement. The amendment clause in the original franchise agreement allows for changes if both parties consent and the increase request is within our purchasing requirements Question: Can you remind me back in 2020 when this was bid out what the other competing bid was? I seem to remember it was far above even the $3.22 mark, maybe it was close to $5 but I really merit a fact check on that memory. Response: The other competing bid for the original franchise agreement in 2020 was from Texas Disposal Systems and was $6.77 per residential unit per month. Brannon Industrial Group, dba Brazos Valley Recycling: $3.15 per single family dwelling per month with an estimated (24,000 dwellings) cost per year of $908,400.00. 7.8 Presentation. discussion. and possible action regarding a construction contract in the amount of S5.203.379.80 with Knife River Corporation -South for the Deacon At -Grade Railroad Crossing and Cain Railroad Crossing Closing project. Sponsor: Emily Fisher Question: I noticed it mentions ped facilities, can you specify what those are? Response: The project will include a pedestrian crossing at the railroad crossing as well as ped signals at the intersection. Deacon currently has sidewalks on both sides and bike lanes, this cross section will remain with the proposed project.
