210708 -- City Council -- Agenda Questions Council questions and staff responses for items on July 8, 2021 City Council Meeting Item 7.2 -Presentation, discussion, and possible action regarding the rejection of received proposals and cancelation of RFP 21-051 for the Northgate Underground Conduit & Manhole Construction Sponsor: Timothy Crabb Question/Comment: We request an explanation of consent item 7.3 regarding the rejection of bids. Response: The design of this project took longer than estimated. These delays, and possible construction difficulties that might be encountered, would cause this project not to be completed before football season, and would possibly cause it to run into the November/December timeframe. This would affect access and use of the Promenade, along with the City’s parking lot during a high usage timeframe. Instead of adversely affecting the use of this area during the fall, it was decided to reject the bid and postpone this work until May of 2022. Item 7.5- Presentation, discussion, and possible action regarding approval of Amendment 1 to the Construction Manager at Risk (CMAR) contract with JaCody Construction, LP accepting the Guaranteed Maximum Price (GMP) of $1,799,989 for the new Facilities Maintenance building project. Question/Comment: I request a public presentation of 7.5 regarding rationale and plan for a new maintenance facility. Sponsor: Emily Fisher/ Ryan Key Response: Staff previously presented this item twice. First, Council approved a professional services contract with Arkitex Studio on January 14, 2021. This was presented a second time, when a construction manager at risk contract with Jacody Construction, LP was approved on March 11, 2021. The amendment for consideration on the agenda is setting the guaranteed maximum price for the contract, meaning the cost of the construction of the facility will not exceed this amount. All permits have been obtained for the facility and construction can begin immediately. Estimated completion of the building will be in Spring of 2022. The new facilities maintenance building will be a 7500 square foot metal building and shop located behind Public Works Administration on William King Cole. The facility will include offices and vehicle bays for the Facilities Maintenance division. Currently, Facilities Maintenance is located at the old fire station at 1207 Texas Ave. We are currently designing a renovation of 1207 which will be the future location of Visit College Station. The completion of the Facilities Maintenance Building will be in spring of 2022 and once the division can move into the new facility, renovation work will begin at 1207. Question/Comment: I would like to see the bid summary on this project as well. Response: Please see pages 35-37 of the council packet, as it lists the bid summary provided by JaCody Construction, LP.
