210624 -- City Council -- Agenda Questions Council Questions and Staff Responses for Items on the June 24, 2021, City Council Meeting Item 7.2 – Presentation, discussion, and possible action on proposed changes to the Comprehensive Plan Future Land Use & Character Map, which is a part of the 10-year update. Sponsor: Alyssa Halle-Schramm Question: Dr. Christiansen asked great questions when this was brought before P&Z, so I am hoping to see some of his concerns addressed. Is the comp plan update the place to ask Wellborn residents if they want changes to the plan or are happy with the current plan? Response: The Next 10 process involved extensive public engagement and resulted in a framework for the amendments needed to maintain the validity of the overall Comprehensive Plan. The upcoming public engagement in July-Sept. is to touch base with all residents and confirm whether the proposed changes effectively implement the citizens’ vision we heard during The Next 10 process. For the proposed Future Land Use & Character map changes, this is an opportunity for citizens to comment on specific properties, changes, and areas within the City. It is proposed that the Wellborn area be shown as having an existing small area plan (the Wellborn Community Plan). There are no proposed changes to the underlying land uses from what was determined through the planning process to create that plan, but there is a proposal to call them “Wellborn District” to streamline the map. Council may request or direct that the Wellborn Community Plan be updated at any time. This would occur independently of the Comprehensive Plan update. Item 8.5 – Presentation, discussion, and possible action regarding approval of a professional services contract with Kimley-Horn and Associates for the Holleman Drive West at Jones Butler Road roundabout project in the amount of $201,900 and a Resolution Declaring Intention to Reimburse Certain Expenditures with Proceeds from Debt. Sponsor: Emily Fisher Question: When is the debt scheduled to be issued for this project? Could you please highlight the bicycle and pedestrian accommodations for those trying to go straight across the street (either street)? Response: Debt is tentatively scheduled for the FY23 issue. Below is a snippet of where bicycles and pedestrians could cross. This is a very rough sketch since we have not started design. Bottom line is bikes and pedestrians will be able to cross the streets. Item 9.2 – Public Hearing, presentation, discussion, and possible action regarding the proposed FY 2022 (PY 2021) Annual Action Plan and Community Development Budget. Sponsor: Debbie Eller Question: When was the last time Habitat for Humanity built or rehabbed inside the CS city limits? Is the money we allot them required to be spent on College Station projects? Response: Habitat for Humanity received a grant of $239,074 in October 2016 that allowed them to purchase a parcel of land at 1116 Phoenix, plat it into 3 lots, and construct 3 homes that were sold to their qualified homebuyers. The homes were completed in early 2019. Habitat for Humanity received a grant of $794,000 in July 2017 to purchase a parcel of land on Renee Lane. There were initial engineering challenges with this property, but the final plat is under review now. The development will include 6 single-family homes, and construction is expected to begin this fall. Construction will include all infrastructure required for the development, including street, sidewalks, and retention pond. All CDBG and HOME funds must be spent within the College Station city limits. Item 9.4 – Presentation, discussion, and possible action regarding the approval of a general services contract with Marnoy Interest, LTD dba OP in the amount of $1,616,029.91 for furniture and other services for the new city hall project. Sponsor: Emily Fisher Question: When will the elevator be ready in relation to the move in date? Why are the moving services bundled with the furniture acquisition? Could those have been split? Response: Elevators are being installed now and should be ready prior to furniture delivery. The furniture is priced assuming the elevator is in service. We added a line item for labor without the elevator just in case it was not in service at the time of delivery – this amount will be deducted from the contract if not used. The moving services could have been a separate contract; however, staff felt bundling it with the furniture purchase and installation provided a better value to the city. We plan to install and move floor by floor, and having the furniture manufacturer/installer also in charge of moving services will make the process streamlined. The moving services amount in the contract is a not-to-exceed amount. Any portion of the fee not utilized will be deducted from the contract.
