J. S. “Sam” Hooper was hired as College Station’s first city marshal in 1939 and later became
the first Chief of Police. The first patrol car was purchased in 1950 and a second car was added
in 1964. By that time, police uniforms had changed to khaki-colored shirt with gray pants,
brown boots, western hat, and a leather equipment belt. The standard navy blue and black
uniform became standard in the mid 1980s and is still worn by officers today.
College Station Police Department now employs 193 staff members including 133 licensed
peace officers. The department maintains an annual budget of about $17.2 million.
