A RESOLUTION AUTHORIZING
APPLICATION FOR GRANT TO SUPPORT
JUVENILE UNIT
WHEREAS, the dynamic growth of the City of College Station in
recent years has not been without attendant problems with
juvenile delinquency and crime, and;
WHEREAS, the Criminal Justice Division, Office of the Governor,
has assisted the City of College Station in establishing a
juvenile unit within the Police Department to cope with the
juvenile problems, and;
WHEREAS, a need continues in the Police Department for a
specially trained juvenile unit to work with predelinquent
juveniles with the view of diverting problem youth from the
juvenile justice system to community-based resource agencies;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF COLLEGE STATION, TEXAS, at its meeting on the ~5~k day of

The Mayor/City Manager be authorized on behalf
of the City Council to make application to the
Criminal Justice Division, Office of the Governor,
for a grant of six thousand, eight hundred and
seven dollars ($6,807) to support the augmentation
of the Police Department with a juvenile unit.
The Mayor/City Manager be authorized on behalf
of the City Council to accept such grant award
should it be tendered.
This Resolution becomes effective upon adoption
and its recording in the Minutes of the City
Council is ordered.

Nonsupplanting requirement. In compliance with the requirement that federal funds, made available under
Part C, Title I, Public Law 90-351, as amended, be used "not to supplant state or local funds," this is to-
certify that the below described recipient of federal funds under Part C, Title I, Public Law 90-351, as
amended, will use such funds to increase state or local funds that would, in the absence of such federal aid,
be made available for law enforcement, purposes. It is understood that the above certification by the'
financial officer will be required on the final report of expcnditures and status of action grant, funds.
Assurance of compliance with Civil Rights Act of 1964. No person shall, on the ground of race, religion,
color, national origin or sex, be excluded from ~articipation in, be denied the benefits of, or be otherwise
subjected to discrimination under, or denied employment in connection wit!l, grants awarded pursuant to
the Act, the Juven'iie Justice Act (Pub. L. 93-415, as amended), or any proicct, program or activity or
subgrant supported or substantially benefiting by this grant. The grantee must comply with the provisions

A. Background and Justification
Crime problem addressed (please identify and discuss briefly):
This project addresses'problems relating to status offenders,
delinquents and juvenile crime.
Criminal Justice system problems and needs addressed
(please identify and discuss briefly):
Currently there are about 225 juveniles arrested each year for a
wide range of offenses. Prior to the creation of a juvenile unit
within the department to handle juveniles, they were handled by
line patrolman and detectives with sometimes little attention to
their unique problems. Little effort was given to mustering the
resources of the community to address the problems confronting '
troubled youth.

The goal of the project is to divert 125 of the juveniles
coming to the attention of the juvenile unit to community-
based resources outside of the juvenile system.

Project Plan
This section should describe how the proposed project would
be carried out. It includes two parts--{1) a narrative
identifying project methodology and organization and
(2) a tabular implementation schedule.
Methodology and Organization:
The juvenile unit will try to contact all juveniles coming
to the attention of the Police Department, notifying the
parent(s) or guardian of each, and attempting to isolate prob-
lems, causes and sources. The unit will then determine whether
the juvenile needs to be referred to the juvenile justice sys-
tem or not. Efforts will be made to identify those youth who
would be responsive to community-based treatment and to channel
the youth into that treatment resource. The unit will main-
tain informal contact with its clientele in order to ~etermine
some measure of its success. ~-

Concise history of project from initial funding to present. This
section should address (a) staffing, {b) significant accomplishments,
(c) significant problems that have prevented project from reaching
goals, and (d} program changes contemplated during new funding period.
This grant will be for the fourth year of funding.
The Juvenile Diversion Unit of the College Station Police Department
began operation on January 1, 1977. The unit consist~ of one f~ll-time
officer. During the second quarter of 1978, Sgt. Rochen, who had
served as Juvenile Officer since the Beginning of this program, re-
signed from his job with the College Station Police Department.
Sgt. Bernard F. Kapella was appointed to succeed him as Juvenile '
Officer.
Sgt. Kapella has been employed by the College Station Police Department
for nineteen (19) months. He holds a Bachelor of Science Degree
from Lewis University in Lockport, Illinois, and served for eleven
(11) years as a police officer in the City of Joliet, Illinois. In
1977, he received an advanced certification from the Texas Commission
on Law Enforcement Standards and Education.
In the first year of the project, there were 226 juveniles handled
with 120 of the juveniles handled being diverted out of the juvenile
justice system. During the second year of the project the number-of
juveniles handled was 175 with 95 of the juveniles handled being
diverted out of the juvenile justice system. The number of talks
to the various schools has been fifteen which is in excess of the
project goal.

Assessment: Identify who will do the assessment, when it will be done, and
what will be the basis for determining the success or failure of the project
in reaching its goals and objectives.
Chief Marvin Byrd will make an assessment of the overall effectiveness
of this project in November, 1980, using data and records maintained by
the unit. The assessment will be used in connection with the budget
preparations for the department. Additionally, the department will re-
-port quarterly to CJD on the activities of the project. The City will
assist and cooperate with CJD or LEAA in any monitoring, auditing or
evaluation. : -'-
