MEMBERS PRESENT: Councilmen Ringer, Gardner, Halter, Stephenson, Hazen; City Manager Bardell; Mayor Pro-Tempore Dozier; City Engineer Ash; City Attorney Lewis; Director of Public Words Ford; Tax Assessor Collector Schroeder; Graduate Design Engineer Fees MEMBERS ABSENT: Mayor Bravenec VISITORS PRESENT: See guest register Mayor Bravenec was formally excused due to illness. Agenda Item No. 1 -- Accept bids on bonds and pass necessary ordinances r~ating thereto. Mayor Pro-Tempore Dozier closed the submission of bids and asked for the opening of the bids. Mr. R. David Fetzer, Moroney, Beissner & Co., read each bid and recommended awarding the bonds to Rotan Mosle & Co. Mr. Humit Kelley, Baker & Botts, presented the proposed ordinance and explained it to the Council. Councilman Ringer moved to adopt Ordinance No. 1097 for the sale of bonds to Rotan Mosle, low bidders. CouncilmanHazen seconded the motion. The motion passed unanimously. Agenda Item No. 2 -- Hear request from Edsel Jones for water service outside the city limits. Mr. Edsel Jones presented his request to construct a water line to the southern edge of the city for use by persons living a mobile home park. Councilman Hazen moved approval of the request subject to staff approval of the lines and approval by Bryan for an interim period of water service until January, 1979. Councilman Ringer seconded the motion. The motion passed by the following vote: FOR --- Councilmen Ringer, Halter, Stephenson, Hazen; Mayor Pro-Tempore Dozier AGAINST --- None ABSTAINING --- Councilman Gardner Agenda Item No. 3 -- Consideration of authorization to escrow funds for the city's share of the reconstruction of F.M. 60. City Manager Bardell explained the letter from Mr. B. G. Bockman, Texas Department of Highways and Public Transportation, concerning the escrow of funds. Councilman Halter moved that the City Manager be authorized to escrow the funds, $19,190.00, prior to February 21. Councilman Ringer seconded the motion. The motion passed unanimously. A~enda Item No. 4 -- Consideration of abandonin~ an easement in RainTree Subdivision. Director of Public Works Ford explained the recorded easement and asked that the Council abandon it. Councilman Halter moved that Ordinance No. 1098 be passed abandoning the described easement. Councilman Hazen seconded the motion. The motion passed unanimously. A~enda Item No. 5 -- Consideration of abandonir~ a utility easement in Culpepper Plaza, Block E. Councilman Gardner moved that this matter be tabled because the staff presentation was incomplete. Councilman Ringer seconded the motion. The motion passed unanimously. Agenda Item No. 6 -- Consideration of appointment of a Council committee study plannin~ for future staffin~ in the fire department. Councilmen Hazen, Stephenson and Halter volunteered to serve on the committee. Mayor Pro-Tempore Dozier appointed them to the committee and instructed that they meet at their convenience and report back to the Council. Agenda Item No. 7 -- Consideration of bids for electrical construction contract for substation and switch station. Mr. Charles H. Freeman, Vice President, Electric Power Engineers, recommended the low bid of Fairbairn Electric, Inc. to comstructa substation and switch station. Councilman Stephenson moved to accept the low bid of $317,950.00 from Fairbairn Electric, Inc. Councilman Halter seconded the motion. The motion passed unanimously. Agenda Item No. 8 -- Preliminary discussion of charter change ordinance. Mayor Pro-Tempore Dozier made several suggestions including: the addition of at-large "by place" after Section 18-a of Article III. The metes and bounds description of Section 3, A~icle I to read: MINUTES, Regular City Council Meeting January 25, 1978 7:00 P.M. Page 3 "The bounds and limits of the Ci%y of College Station are hereby established and described as shown by the articles of incorporation, the several annexation ordinances and the official zoning map of said city." The city should be divided into precincts for voting, and these precincts should be established by the city council. If it is possible these divisions shall conform to the county voting precincts. These changes will eliminate approximately eight pages of the present charter, according to Mayor Pro-Tempore Dozier. Councilman Halter moved that the City Attorney make the necessary changes to the charter amendment, suggestions including those made by Mayor Pro-Tempore Dozier. Councilman Ringer seconded the motion. The motion passed unanimously. A~enda Item No. 9 -- Adjourn. The meeting was adjourned. Con- struction of these facilities is necessary to transfer additional load to Gulf States Utilities Company. Five bidders submitted proposals to provide this material.
