MEMBERS PRESENT' Mayor Bravenec; Councilmen Adams, Hazen, Halter, Boughton, Ringer; City Manager Bardell; Fire Chief Landua; Tax Assessor- Collector Schroeder; Administrative Assistant Albrecht MEMBERS ABSENT' Councilman Dozier; Student Government Liaison DuBois VISITORS PRESENT: See guest register Agenda Item No. 1-- Consideration of an ordinance le.vying taxes and an ordinance ad.optin§ the budget for 1978-1.979.. Councilman Halter questioned the community support programs. He commented that he felt the Brazos Valley Senior Citizens Association's request should not be included. Councilman Boughton indicated that county programs should be financed through the county. Councilman Halter moved to adopt Ordinance No. 1113 and Ordinance No. 1114 and to accept the budget, with the stipulation that the $15,000.00 allocated to the Bryan Library be used for book acquisition. Councilman Boughton seconded the motion. Councilman Adams said that funding of certain agencies were a function that should be carried on by the county government, as city residents are paying twice under the present arrangement. Councilman Halter moved to amend the motion until questions were answered concerning the Arts Council of Brazos Valley. The motion was seconded by Councilman Hazen and passed unanimously. Councilman Ringer said he felt the Brazos Valley Museum of Natural Science was as deserving as some of the others that requested funding and were accepted. Councilman Ringer moved to include the Brazos Valley Museum of Natural Science's request in the budget. The motion died for lack of a second. There was a vote on adopting Ordinance No. 1113 levying taxes and Ordinance No. 1114 adopting the budget, with transfer of $8,200.00 allocated to the Arts Council of Brazos Valley to the contingency fund pending review of the Council's request. Not included were the Brazos Valley Museum of Natural Science and the Brazos Valley Senior Citizens Association. The motion passed unanimously. Councilman Ringer moved that the Mayor be directed to send letters to the following 02493 MINUTES, Special City Council Meeting June 27, 1978 7:00 P.M. Page 2 Agencies of notice of the intention to phase out city funding of their programs: Retired Senior Volunteer Program Arts Council of Brazos Valley Indigent Hospital Bryan Library Brazos Valley Museum of Natural Science Brazos Valley Senior Citizens Association Councilman Adams seconded the motion. Councilman Halter said it seemed inappropiate for the Bryan Library to receive a letter since they did not seek funds from the City of College Station. Councilman Halter moved to amend the motion by excluding the Bryan Library from the list of agencies receiving letters. Councilman Adams seconded the motion, which passed by the following vote: FOR: Councilmen Adams, Hazen, Halter, Boughton, Ringer AGAINST: Mayor Bravenec The motion to send letters to agencies seeking funding from the City of College Station passed unanimously. Councilman Halter moved to adopt the tax roll as submitted. Councilman Boughton seconded the motion, which passed unanimously.
