MEMBERS PRESENT: Mayor Bravenec; Councilmen Ringer, Boughton, Adams, Hazen, Dozier; City Manager Bardell; City Planner Mayo; City Attorney Lewis; City Development Planner Callaway; Assistant Design Engineer Fees; Land Agent Earle MEMBERS ABSENT: Councilman Halter VISITORS PRESENT: See guest register Other Business _ Mayor Bravenec called the meeting to order. Councilman Hazen requested to speak concerning the bicycle lanes that have been painted out on Glade Street. She recommended that a news release be published explaining why the lanes are to be eliminated. Councilman Adams commented that bicycle signs have been erected on the streets. Agend_a. Item No_. 1 -- Reconsidera.tion of the vote on the preliminary plat of Sunrise Place- l°cate_d north of_.and a.d~ace..n.t to F.M. 2818 ..and app_rP.x.imately 1000 feet west of Southwood Drive. Councilman Ringer moved that the preliminary plat of Sunrise Place be reconsidered. Councilman Boughton seconded the motion. Councilman Adams requested an explanation for the pl'at's reconsideration. Mayor Bravenec explained that the flood plain ordinance was to be examined by the Planning and Zoning Commission at their next meeting. There is a possibility that the ordinance will be changed. He suggested a delay on the Sunrise plat until the ordinance was established. Councilman Boughton commented that she had acquired more information on the consequences of the plat since the June 8th Council meeting. She, then, requested a reconsideration of the plat. Jim Mallet, 1401 Angelina Circle, asked the meaning of the law of flood plain. The motion to reconsider the preliminary plat of Sunrise Place passed by the following vote: FOR: Mayor' Bravenec; Councilmen Ringer, Boughton, Hazen AGAINST: Councilmen Adams, Dozier Councilman Adams questioned the reasons for the Planning and Zoning Commission to recommend approval of the plat. Virgil Stover explained that the plat was in accordance with the present ordinance, but that if ten plats like Sunrise Place were approved, the con- templated landfill would raise the level to flood proportions. Since the plat was in compliance with the present ordinance, Planning and Zoning gave the recommendation for approval. Councilman Adams requested to see the elevations. Page 2 Don Garret spoke to the elevation of slabs in the existing subdivision, giving levels of high water on lots 11, 13, 15, 17, and 19. He indicated that there is a 1% probability of a flood happening every 100 years. Rod O'Conner, 1300 Angelina Drive, asked about flood raising water level. Steve Gardner indicated that the transformer to the underground utilities would be affected by rising water. City Manager Bardell agreed that the transformers could be affected by water, but most were water resistant under most conditions. Jim Mallet, 1401 Angelina, asked if the culvert under F.M. 2818 was a metering device. He was told that it is not at the present time. Councilman Adams moved that the preliminary plat of Sunrise Place be approved. Councilman Dozier seconded the motion. The motion failed by the following vote: FOR: Councilmen Dozier, Adams AGAINST: Mayor Bravenec; Councilmen Boughton, Hazen ABSTAIN: Councilman Ringer Councilman moved to reconsider the preliminary plat of Sunrise Place. A second to the motion was not forthcoming immediately. Steve Gardner critized Councilman Dozier. Dorsey McCrory, 2901 Langford Circle, indicated that the city had designed the channel and that he had spent over $7800.00 in complying with City specifications for his plat. He stated that during the last flood, there was no water on that property; although other areas of the city were flooded. Councilman Dozier then seconded the motion to reconsider the preliminary plat. The motion failed by reason of the following tie vote: FOR: Councilman Adams, Dozier, Ringer AGAINST: Councilman Hazen, Boughton; Mayor Bravenec Councilman Dozier moved that the city reimburse Mr. McCrory for his expenses. The motion died for lack of a second. Councilman Ringer suggested this issue be discussed when a full council could be present. Councilman Adams requested it be placed on the next agenda. Councilman Boughton indicated that all council members would not be present at the next meeting. Mrs. Dorothy McCrory, 2901 Langford Circle, asked about the zoning of the property. She requested information as to what would be acceptable to the Council for this tract. 0Z479 MINUTES, Special City Council Meeting June 13, 1978 7:00 P.M. Page 3 Mr. McCrory commented that he had been in close contact with the Staff over the past two years. He stated that he was in compliance with everything required by the City of College Station. Councilman Ringer moved that a committe composed of two Council members and two members of the Planning and Zoning Commission be appointed to work with the Staff and Mr. McCrory on a solution. Councilman Boughton seconded the motion. Virgil Stover, Planning and Zoning representative, stated that it would be inappropiate to rezone the tract. The motion passed by the following vote: FOR' Mayor Bravenec; Councilmen Hazen, Boughton, Ringer, Adams AGAINST: Councilman Dozier Mayor Bravenec appointed Councilmen Hazen and Ringer as Council representatives to serve on the foregoing committee.
