MEMBERS PRESENT- Mayor Bravenec; Councilmen Boughton, Dozier, Halter, Adams; City Manager Bardell; City Planner Mayo; City Engineer Ash MEMBERS AB SENT' Councilmen Ringer, Hazen; Student Liaison DuBois VISITORS PRESENT- See guest register .Agenda Item No. 1 -- Discussion of bic¥c!.e_ path sys~t.em. City Planner Mayo discussed the Bryan-College Station bicycle plan. He explained the three routes designated in color coded areas on the map. City Manager Bardell indicated that a clear resolution as to what the Council expected and wanted was needed to enable staff to design a workable system. After a discussion of .various bicycle routes, Mayor Bravenec requested that the staff come up with some alternatives that would include,principally, the protection of school-aged children and then, biking and hiking features. Agenda item No. 2 -- Discussion of police ala. rm ordinance. City Attorney Lewis addressed the Council on the state law concerning police alarm systems. He indicated that he would have a full report for the committee working on the police alarm ordinance. Agenda Item No. 3 -- Discussion of oil lease on _city property. Recreation and Park Director Beachy showed recommended positions for drilling in the Krenek Tap Park. City Manager Bardell indicated that one leasing agent had contacted the city about leasing city properties for oil and gas. He indicated that there was interest in the Miller tract, Krenek Tap Park and Bee Creek Park. He said the city might be able to lease all three tracts of land, but allow drilling only on the Miller tract. Councilman Dozier recommended that the Council not designate a tract for drilling. He spoke favorably of the oil and gas lease. Councilman Dozier suggested meeting with the leasee to obtain explana'~ions and to get their ideas. Councilman Halter suggested forming a committee to look into regulations for drilling and leasing city properties. The committee would then make recommendations to the Council. A committee composed of Mayor Bravenec, Councilman Dozier, City Manager Bardell and City Attorney Lewis was appointed by Mayor Bravenec. Agenda Item No. 4-- Report on data processing. City Manager Bardell reported that Dr. Dan Colunga, A&M Data Processing Center, had visited and inspected the city's computer. He indicated that Dr. Colunga would have a recommendation for the city after approximately ten days. MINUTES, Workshop City Council Meeting August 9, 1978 4:00 P.M.
