Mayor Bravenec; Councilmen Gardner, Stephenson, Dozier, Hazen, Halter; City Manager Bardell Councilman Ringer Various members of the Media Asenda Item No. 1 -- Consideration of ambulance service. Councilman Halter moved the temporary authorization of the City Manager to operate an emergency medical service for the City of College Station. Councilman Stephenson seconded the motion which passed unanimously. Councilman Dozier moved that the emergency medical service be made available on a temporary basis until Thursday, March 10, for all of Brazos County including the City of Bryan. The motion was seconded by Councilman Halter and unanimously approved. Councilman Hazen moved tht the City not engage in transfer service unless the transfer was requested by a doctor. The motion was seconded by Councilman Stephenson and the vote was unanimous. Councilman Dozier moved that the local funeral homes be temporarily authorized to provide transfers until other arrangements could be made. Councilman Hazen seconded the motion which passed unanimously. Agenda Item No. 2 -- Adjourn. Councilman Dozier moved that the meeting be adjourned. The motion was seconded by Councilman Halter and the meeting adjourned. We request that a part of the Dexter Place Plat (Hollick Tract), which has been designated as a potential city park site, become, in fact, a city park. o We believe this tract of land possesses unique attributes for a "Nature Park" which are not available elsewhere in the College Station city limits. This "Nature Park", if developed in a manner which would respect the wildlife that live in the environs of the existing ponds, would preserve for the College Station public (particularly public school students from nearby schools - South Knoll, Middle School, High School - who could participate in educational fieldtrips) the opportunity to view, study, and enjoy a "natural" part of our world that is disappearing from cities in the United States. Although an extensive survey of the wildlife that live in and around the pond area has not been conducted ... (we would hope that such a study will be performed not only to document the treasure of wildlife that is present but also to evaluate the environmental impact - changes in the distribution of rainwater runoff, enrollment impact to the South Knoll Elementary School, impact of increased vehicle traffic, etc. - of disturbing the land as it now exists and developing it to the density of houses proposed) ... it is common for residents to observe crane, hawk, and other birds roosting in the trees around the pond and feeding on the abundant sources of food: insects, fish, frog, fieldmice, etc. Because disturbance of the land would be small, it is believed that the capital cost of developing a "Nature Park" would be relatively small (compared to one that has much construction) while the benefit to the city of College Station of having a unique place to which one could take a family or class to enjoy the "pond-life" would be great. That a carefully planned decision may be made, we request that: 1. A study be conducted by, perhaps, student representatives of the Texas A&M University Wildlife and Fisheries Sciences Department and the College of Architecture and Environmental Design to evaluate the resources available in the Dexter Place Plat (Hollick Tract) for development as a city park and to document the environmental impact of developing the land to ~he density of houses proposed, and 2. No further development action be taken Qn the "park area" of the Dexter Place Plat (Hollick Tract) until the results of the proposed study have been presented to the Council amd the Planning Commission.
