MEMBERS PRESENT: Councilmen Ringer, Gardner, Halter, Stephenson, Hazen; Mayor Bravenec; City Manager Bardell; Building Official Koehler; City Attorney Lewis; City Engineer Ash; Fire Chief Landua; Fire Marshal Davis MEMBERS ABSENT: Councilman Dozier VISITORS PRESENT: See guest register The Council excused Councilman Dozier from the meeting. Agenda Item No. 1 -- Review and consideration of proposed building cod~ amendments. Fire Marshal Davis presented statistics supporting proposed changes to the building code. Mr. Clyde Brothers, representing the Bryan-College Station Home Builders Association, made a presentation of possible problems (both physical and financial) arising from the use of sprinkler systems. Fire Chief Landua explained his reasons for asking for the proposed changes. Mr. Ron Cruse explained the costs of sprinkler systems vs. the costs of insurance and stated it was not worth the added expense. Mr. W. D. Fitch stated that the costs of large building insurance rates were irrelevant and asked what the advantages of the proposed changes would be over what the advantages are now. Various persons responded that advantages were greater saving of lives, greater property savings, stopping of manpower additions, and money savings for the City. Mr. Tony Jones asked if additional substations would not be required with the growing population. Councilman Halter replied that new substations would be required in the future, but this would help cut down equipment costs within the substations. Mr. J. W. Wood stated that he opposed changed the Southern Standard Building Code. Councilmen Hazen, Ringer, and Mayor Bravenec will consider these proposals further with the City Staff. Agenda Item No. 2 -- Presentation and discussion of proposed capital improve- ments program. City Engineer Ash explained the projects currently within the budget, the pro3ected additional funds in the 1976 bond project, and possible capital improvements for the future. Mr. Ash asked for a Capital Improvements Committee of Councilmen to meet with the staff for study of future capital improvements. MINUTES, Special City Council Meeting December 14, 1977 7:00 P.M. Councilman Halter suggested adding citizens to the committee. Councilmen Halter, Ringer, and Gardner were appointed as Council members, and the Council will submit choices for citizen members. Page 2 The December 22 meeting will be held at 5:00 P.M. with a goals meeting beginning at 4:00 P.M. for those interested in attending. There will not be a meeting on December 21.
