Regular City Council Meeting
December 7, 1977
4:00 P.M.
MEMBERS PRESENT:
Councilmen Ringer, Gardner, Dozier, Halter, Stephenson,
Hazen; Mayor Bravenec; City Manager Bardell; City Engineer
Ash; City Planner Mayo; Director of Public Works Ford;
Fire Chief Landua; Director of Parks and Recreation
Wojciechowski

Agenda Item No. 1 -- Discussion of park plan review.
Parks and Recreation Director Wojciechowski explained the preliminary ideas
for park proposals.
Mr. W. D. Fitch spoke further explaining his proposals.
Mr. David Turello, member of the Park Board, spoke of the present small
park system.
Dr. Lou Hodges, chairman of the Park Board, explained citizen requests.
Mr. W. K. Henry reminded the Council that petitions were presented a few
months ago by persons interested in the Holik tract as a park.
Councilman Gardner spoke against the proposals relating to Southwood Valley.
Agenda Item No. 2 -- Consideration of request for approval to submit application
for Title V funds available for improvements to Senior Citizen's Centers.
Councilman Halter moved to approve the recommendation to submit an application
for Title V funds.
Councilman Stephenson seconded the motion.
The motion passed unanimously.
Agenda Item No. 3 -- Consideration of a professional architect's e~ployment
for Oaks Park development.
Parks and Recreation Director Wojciechowski submitted a recommendation to
hire Tim Keneipp, J. W. Wood and Rodney Hill for employment as architects
for the development of Oaks Park.
Mr. Wojciechowski presented the contract proposed by this group.
Councilman Stephenson moved to accept the recommendation with deletion of
paragraph 3-d in the contract.
Councilman Halter seconded the motion.
The motion passed by the following vote:
FOR --- Councilmen Ringer, Halter, Stephenson, Hazen
AGAINST --- Councilmen Gardner, Dozier; Mayor Bravenec

Mayor Bravenec and Councilmen Dozier and Gardner stated their reason for voting
against the proposal and indicated that it did not concern the competence of
the architects.
Councilman Gardner's vote was based on the belief that tennis courts, etc.
were not warranted in the park.
Agenda Item No. 4 -- Discussion of establishment of a tourist information center.
Mr. Ron Smestuen presented information to the Council concerning the concept of
a tourist center.
Councilman Dozier recommended approval of the plan.
The Council expressed approval by consent.
--Agenda Item No. 5 -- Consideration of bids for mm~utenance warehouse facility.
City Engineer Ash explained the bids.
Councilman Halter moved to accept the bid of Malek Co.
Councilman Dozier seconded the motion.
The motion was amended by Councilman Dozier to state acceptance of the bid
of Malek Co. with deletion of the mezzanine meeting room, lunchroom and restroom
and to allow the City Staff to negotiate the price with the architect.
Councilman Halter accepted the amendment.
The amended motion passed by the following vote:
FOR --- Councilmen Dozier, Halter, Hazen; Mayor Bravenec
AGAINST --- Councilmen Ringer, Gardner, Stephenson
Agenda Item No. 6 -- Other business.
Mayor Bravenec reported on the Intergovernmental Coordinating Committee meeting
of December 7, and the action taken there.
Councilman Dozier asked to vote on Mr. W. D. Fitch's land acquisition proposals
during the meeting of December 8.
He asked about possible better communication ideas between the Council and persons
having contacts with the City.
City Manager Bardell asked for a date for the Annual Christmas Open House.
The Council decided to hold the Open House on December 22 to take place
before the regularly scheduled meeting.
