Mayor Bravenec; Councilmen Hazen, Stephenson, Halter, Dozier, Gardner, Ringer; City Manager Bardell; Director of Public Works Ford; City Engineer Ash; Building Official Koehler, City Planner Mayo; Director of Parks and Recreation Wojciechowski, Fire Chief Landua; Assistant Snider None See guest register. Agenda Item No. 1 -- Appearance of Brooks Cofer concerning previous action on rezonin~ request. Mr. Brooks Cofer requested Council reconsideration of the rezoning action taken on April 14, 1977 concerning a tract in the Oakwood Addition. Councilman Halter moved and Councilman Hazen seconded to reconsider Ordinance No. 1073, an ordinance rezoning lots l&2, Block 1, lots 1,2,16,17, Block 2, and lots l&2, Block 3 of the Oakwood Addition from Apartment District R-3 to Single Family Residential District R-1. The motion passed with Councilman Ringer absent. Agenda Item No. 2 -- Request from the City Manager for authorization to sign note with University National Bank for purchase of landfill tractor. Councilman Dozier moved to authorize the City Manager to sign a note with University National Bank at 4% straight interest, to purchase a landfill tractor. The motion was seconded by Councilman Gardner and passed unanimously with Councilman Ringer and Hazen absent. A~enda Item No. 3 -- Consideration of park dedication deeds on Willow Creek and Willowick apartment projects. Councilman Dozier moved to return the deeds to the developer for deletion of the restriction clause "for the exclusive purpose of development as a recreational park". The motion was seconded by Councilman Halter and passed unanimously with Councilman Ringer absent. A~e~da Item No. 4 -- Consideration of a reco~m~endation from the P&Z that the name of Parkway Plaza Drive be changed to Brentwood Drive. City Engineer Ash noted that Brentwood Drive is already signed and has residents living there. He also noted that the two streets would intersect opposite each other and that having two different names would be confusing. Councilman Dozier moved to approve the name change of Parkway Plaza Drive to Brentwood Drive as recommended by the Planning and Zoning Commission. Councilman Halter seconded the motion which passed unanimously with Councilman Ringer absent. AKenda Item No. 5 -- Consideration of a final plat resubdividin8 Block 8-A of MINUTES, Regular City Council Meeting April 26, 1977 4:00 P.M. Page 2 the College Park Addition. The property is located on the southwest corner of West Dexter and Kerry Streets. City Planner Mayo noted that the property has a front building line in excess of the required minimum and that the lot size is more than sufficient. Councilman Dozier moved to approve the final plat resubdividing Block 8-A of College Park Addition. The motion was seconded by Councilman Gardner and passed by the following vote: FOR --- Councilmen Halter, Stephenson, Gardner, Dozier, Hazen AGAINST --- Mayor Bravenec, Councilman Ringer Agenda Item No. 6 -- Consideration of a final plat resubdividin~ Lots 19,20&21, Block 23, Southwood Valley~ Section 7-B. City Planner Mayo pointed out that a mistake had been made in placement of foundation forms by the builder and that the action requested merely shifted property lines. Councilman Dozier moved and Councilman Halter seconded the motion to accept the final plat resubdividing Lots 19,20&21, Block 23, Southwood Valley, Section 7-B. The motion passed unanimously. Agenda Item No. 7 -- Consideration of a preliminary plat of Oakhurst Addition located in the E.T.J. on Dowlin~ Road. Councilman Halter moved and Councilman Stephenson seconded to accept the preliminary plat of Oakhurst Addition. The motion passed with Mayor Bravenec voting against. Agenda Item No. 8 -- Consideration of a preliminary plat of University Park East located on the southwest corner of University Drive and Tarrow Street. Councilman Halter moved approval of the preliminary plat of University Park East contingent upon Planning and Zoning Commission recommendations. The motion passed with Councilmen Dozier and Hazen voting against. Councilman Halter moved to reconsider the preliminary plat of the Oakhurst Addition. Councilman Ringer seconded the motion which passed unanimously. Councilman Halter moved and Councilman Ringer seconded to approve the preliminary plat of Oakhurst with the addition of the same notes on the plat as were required for the Foxfire and Sandstone Subdivisions with regard to utility assessments and easements. The motion to approve Oakhurst with contingency notes on the plat passed unanimously. Agenda Item No. 9 -- Preliminary consideration of items on agenda for April 28, 1977.
