Special City Council Meeting
February 27, 1978
3:00 P.M.
MEMBERS PRESENT:
Mayor Bravenec; Councilmen Ringer, Gardner, Dozier,
Halter, Stephenson, Hazen; Director of Public Works
Ford; City Engineer Ash; City Attorney Lewis
MEMBERS ABSENT:
City Manager Bardell
VISITORS PRESENT:

Agenda Item No. 1 -- Consideration of capital improvements program.
The Council discussed various aspects of the bond issue and capital improve-
ments committee recommendations.
Councilman Halter suggested leaving the bond election date at April 1,
unless unforseen problems arise to necessitate a date change.
Councilman Dozier moved to consider the items of land acquisition, park
acquisition, and land improvements as separate items on the ballot.
The motion died for lack of a second.
Councilman Hazen moved to consider the items of park acquisition, land
acquisition and land improvements as one item on the ballot.
Councilman Stephenson seconded the motion.
The motion passed by the following vote:
FOR --- Mayor Bravenec; Councilmen Stephenson, Hazen
AGAINST --- Councilmen Gardner, Dozier
ABSTAINING --- Councilmen Ringer, Halter
Councilman Ringer asked that his vote be changed to a "For" vote after the
initial vote was taken.
Councilman Halter moved that Mr. David Fetzer, Financial Advisor, be authorized
to draw up an ordinance calling for the proposed bond issue with the items
in the following order and with the specified amounts:
WATER $ 5,300,000
SEWER 845,000
STREET REBUILDING 530,000
PARKS (BOTH BALLOT ITEMS)l,808,000
OVERRUNS ON 1976 PROJECTS
INCLUDING POLICE, FIRE
& WAREHOUSE BUILDINGS 680,000
Councilman Stephenson seconded the motion.
The motion passed unanimously.
Agenda Item No. 2 -- Closed session to consider pending litigation.
The Council convened into closed session and later reopened the meeting to
the public.
