MEMBERS PRESENT: MEMBERS ABSENT' Mayor Bravenec; Councilmen Boughton, Dozier, Halter, Hazen, Adams; Student Liaison DuBois; City Manager Bardell; City Engineer Ash; Director of Public Works Ford; City Planner Mayo; Community Development Planner Callaway; Planning Assistant Longley; City Attorney Lewis Councilman Ringer VISITORS PRESENT- See guest register. _Agenda Item No. 1-- Dr. Robert White to address Co,~,ncil concerning trash problem in East Gate area. This item was delayed until Dr. White could join the meeting. Age~nda Item No. 2 -- Discussion of street naming.policy as it relates to use of living persons' names. Councilman Dozier explained the existing policy in Ordinance 690 and stated the persons who made gifts to the City might be recognized by naming the streets after them. Mayor Bravenec stated that he intended to vote against the issue because people giving gifts will tend to donate parkland and because the present street naming policy has served the city well. Mayor Bravenec instructed the staff to prepare an ordinance on this issue for approval or disapproval at a future meeting. _Agenda Item No. 3-- Discussion of utility rate ordinance. Mr. John Denison of Electric Power Engineers spoke to the Council concerning problems of sub-metering. Mr. Denison stated that he discouraged sub-metering and stated some of the possible problems arising from switching to this type of structure in certain apartment complexes. Agenda Item No. 1-- Dr. Robert White to address Council concerning trash problem in East Gate area. Dr. Bob White stated that his problem arose from trash blowing onto his property from Sparkee's Pizza. He stated that Sparkee has no dumpster at his place of business. The Council concluded that this was a violation of Ordinance No. 885 and a fine should be assessed. _Agenda Item No. 4 -- Discussion of proposed ordinance on utility extensions. City Manager Bardell read and explained the present water and sewer policies. He stated that some developers are building off-site sewer and water lines at their own expense, some of these costs to be taken on by developers of the site when the off-site land is developed. He presented the proposed ordinance and explained possible changes, pointing out that as it presently MINUTES, Workshop City Council Meeting September 13, 1978 4'00 P.M. Page 2 reads there is no time limit on the availability of funds. Mr. Richard Smith, 819 S. Texas Avenue, spoke stating that he was in favor of the proposed ordinance and suggested further additions. _Age_nda Item No. 5 -- Adj.ourn. Mayor Bravenec declared the meeting adjourned.
