SPECIAL CITY COUNCIL MEETING
May 3, 1976

Agenda Item No. 1-- Consideration of report of Capital Improvements Committee
(General Obligation Bonds).
The Council discussed the general obligation bond portion of the Capital Improve-
ments Program as follows:
Improvement of Holleman Drive
Councilman Hazen asked if the proposed improvement would include sidewalks.
City Manager Bardell stated that there was not adequate right-of-way to build a
44 foot street with sidewalks. Mr. Bardell suggested that the City confer with
the Highway Department on construction of sidewalks on this project.
City Manager Bardell suggested that a 39 rather than a 44 foot wide street be
constructed thus leaving room for a sidewalk.
The Council determined to have the City Manager check with the Highway Department
on constructing the more narrow street and the inclusion of sidewalks.
Signalization of Holleman Drive at Highway 6.
City Manager Bardell pointed out that this intersection was to be signalized by
the Highway Department and could thus be dropped from the bond program.
Signalization of Jersey at Dexter Street.
Councilman Halter pointed out that this item also included the closing of Old
Jersey Street.
Signalization of Highway 6 at Southwest Parkway.
Cities share of overwide streets.
Councilman Halter and City Manager Bardell explained the purpose and scope of the
city's participation in streets over 39 feet in width.
School corridor sidewalks and bikeways.
City Engineer Ash presented a map showing the proposed sidewalks and bikeways.
Mr. Bardell pointed out that the proposed bicycle path demonstration project
might help defray some of the costs involved in the bike path system.
Councilman Hazen asked that the committee she had formed be given a chance to place
the bikeway-walkway program into a system or priorities. Councilman Hazen
suggested that the locations of the proposed bikeways and walkways be made clear
to the voters. ~~~~

Improvement to police and fire stations; Cit.y Hall expansion; warehouse improvement.
Councilman Halter explained the recommendations of the Capital Improvements Committee
in these areas.
Park Improvements
Bee Creek Park
Councilman Gardner stated that he felt Bee Creek park was being over developed
and that more passive open space was needed.
Councilman Dozier stated that the site was not large enough for such areas.
Councilman Halter pointed out that passive areas existed in the vicinity of the
creek.
Councilman Gardner suggested that the proposed foot bridge across the creek could
not be built for the projected cost.
Director of Parks Wojciechowski presented proposed plans for future development of
Bee Creek Park and the Arboretum.
City Manager Bardell pointed out that the foot bridge could be built from salvaged
materials.
Oaks Park
Councilman Halter outlined the proposed improvements. Councilman Hazen suggested
that the $10,000 expenditure for play equipment was not needed in this park.
Councilman Ringer suggested that funds should be included for restroom facilities.
The Council determined that the $10,000 originally listed for play equipment
be used for restroom facilities.
Anderson Ridge Park
Councilman Halter outlined the proposed improvements. Councilman Gardner suggested
that funds be added to obtain a connection to this park from the end of Haines
Street.
Thomas Park
Councilman Halter outlined the proposed improvements.
W. ayne Smith Park
Councilman Halter listed the proposed improvements.
Park Acquisition Fund
Councilman Halter explained the purpose of the fund.
Mr. Wojciechowski stated how he expected the fund to be administrated.
Lincoln Center
Councilman Halter outlined the proposed improvements and funds to acqu~..~~~

property on a long term lease.
Civic Center Fund
Councilman Halter explained the plan to capitalize the Hotel-Motel Tax funds to
begin developing the Community Center.
Councilman Dozier commended the Capital Improvements Committee for their efforts.
The Council determined to hold a special meeting at 3:00 P.M., Friday, May 7, 1976.
