Special City Council Meeting
January 16, 1976

Agenda Item No. 1 -- Consideration of an ordinance amending Ordinance No. 712
adopting_ jthe Personnel .Manual o.f t.h_e City of College Station.
Mayor Holt pointed out that this ordinance was intended to change the section of
the Personnel Manual which prevented City employees from running for elective
offices.
Councilman Gardner pointed out the report of the committee on changes to the
Personnel Manual.
Councilman Gardner moved the adoption of Ordinance No. 994 with the substitution of
Section 4 of the ordinance as stated in the report of the committee on revision
of the Personnel Manual.
The motion was seconded by Councilman Bravenec and unanimously approved.
Agenda Item No. 2 -- Consideration of a parkland dedication proposal from Marcal
Inc.
Director of Parks and Recreation Wojciechowski presented the proposed dedication.
Councilman Bravenec pointed out that the cash dedication for this project would
be $22,200.00.
Mr. Don Martell of Marcal Inc. presented his proposal of alternative dedications.
Councilman Bravenec stated that the value of land dedication should be of equal
value to money dedicatic;r.
Mr. Martell offered to dedicate a 1.1 acre tract out of his 5 acre apartment tract
or to buy and dedicate a tract of land to adjoin the Oaks Park. Mr. Martell
offered to dedicate 2 acres at the park site on Anderson Street.
Councilman Gardner stated that he felt a 1 acre park at the site of the apartment
project would not be usable and that the City should require the cash dedication.
Councilman Bell stated that if the intent of the Parkland Dedication Ordinance
was to acquire neighborhood parks, a one acre dedication would be inadequate, and
he therefore favored either accepting the cash dedication or adding land to an
existing park.
Councilman Bell moved that the City accept dedication of 2 acres of'parkland off
of Anderson Street and adjacent to the existing park site from Marcal Inc. as the
appropriate and total dedication of parkland requirement of the 5 acre tract on
Highway 30 at Munson Avenue. ~~4

The motion was seconded by Councilman Bravenec with the understanding that this
action would not set a precedent for future parkland dedication issues.
Councilman Halter stated that he felt the intent of the Parkland Dedication
Ordinance was to obtain land to be used in the area of the project for which it
was dedicated and accepting 2 acres on Anderson Street actually went against the
intent of the ordinance.
Councilman Gardner stated that he favored requiring a 1.1 acre dedication to
adjoin the Oaks Park.
Councilman Bell stated that the addition of 2 acres to the existing 3.34 acre park
on Anderson Street would create another neighborhood park as defined by the
Parkland Dedication Ordinance.
Councilman Bell's motion was approved with Councilman Gardner voting against.

Councilman Bell moved that the meeting be adjourned.
Mayor Holt declared the meeting adjourned.
